Alter the way new settlers are acquired.
Beacon Recruitment
Beacon Recruitment is the default Fallout 4 system/mechanism by which new NPCs (settlers) can be automatically recruited to come to the settlements you have founded and built. If a Recruitment Radio Beacon is set up in a settlement, new settlers will arrive at that settlement over time automatically.
This setting/option allows you effectively to turn this default recruitment system off (deactivate it) for all of your settlements - even those that have Recruitment Radio Beacons already set up and running. Settlements being auto-built using a "City Plan" have Recruitment Radio Beacons automatically (they are built into all city plan blueprints).
Important: This option is there for players who are using unique settler recruitment mods and/or cheat mods/console commands to spawn settlers. Unless you plan to get new settlers via a mod/console command, you should leave this ON as there are very few "recruit-able" settlers/NPCs in the vanilla Fallout 4 game (or any of the official DLC).
Available Settings:

What These Settings Mean:
- ON: New settlers will show up in your settlements automatically over time (any settlement with a Recruitment Radio Beacon that is). In other words, the default Fallout 4 Radio Beacon Recruitment system will function like normal.
Settlements being auto-built using a "City Plan" will have Recruitment Radio Beacons set-up automatically (they are built into all city plan blueprints).
- OFF: New settlers will no longer show up in a settlement automatically just because a Recruitment Radio Beacon is set up. You'll need to recruit new settlers yourself as you play (out in the commonwealth/game world).
Additional Information:
Technically, you could go to each settlement and turn off/scrap/remove any existing Recruitment Radio Beacons to accomplish this but this option allows you to do it right from your Pipboy (or a terminal). Which is a huge time saver if you have a bunch of settlements already running. Also, it keeps you from having to worry about any new Recruitment Radio Beacons that go up from things like new settlements using city plans.
City Plan Limit
Each city plan is designed to support a predetermined max number of settlers. This means that built into each city plan are sufficient numbers of Sim Settlement plots, "job/work objects", beds, power, water, defense, etc. to ensure that every settler has somewhere to live and work as well as have many-to-most of their other needs met (not all city plans will meet all settlers needs at all times).
Important: This only applies to automatic, beacon-based recruitment. If you have "Beacon Recruitment" turned OFF, this setting/option will not/no longer have any impact.

What These Settings Mean:
- ON: If you choose to have a settlement be auto-built by the settlers using a city plan, the city plan they're using will be used to control the maximum number of settlers that can be automatically recruited to live in that city. Once that maximum number of settlers has been reached, that settlement's automatic beacon-based recruitment of new settlers will be turned off.
- OFF: The city plan being used to auto-build a settlement will no longer impact/control the maximum number of settlers who can be recruited to live that settlement/city. The settlement's automatic beacon-based recruitment of new settlers can/may continue past what the city plan is designed to accommodate - you will need to manually add additional Sim Settlement plots, "job/work objects", beds, power, water, defense, etc. to meet the needs of those additional settlers.
Additional Information:
Even with this ON, you can still manually send settlers to a settlement/city past it's city plan limit - it just means it won't happen automatically.
If a settlement that is using a city plan has reached the maximum limit but then then number of settlers decreases (death, you moving them, etc.), that settlement's automatic beacon-based recruitment of new settlers will switch back on until the maximum limit is one again reached.
Ignore Charisma
By default, Fallout 4 limits the number of settlers that can be automatically recruited to your settlement using Radio Recruitment Beacons. In the Fallout 4 default mechanics, each settlements population limit is determined by your character's Charisma level. This default limit is 10 settlers per settlement, plus one for each point in charisma, meaning a character with a base charisma of 5 will see per settlement population limit of 15 settlers (10+5).
This option allows you to override that default Fallout 4 game mechanic and choose a different way of determining your settlements population limits - which is especially helpful for low charisma character builds. For instance you could control per settlement automatic settler recruitment limits with just the new Sim Settlement recruitment options (city plan limits and/or max unemployed) or you could simply keep automatic recruitment going indefinitely (or at least until your console/PC gets overwhelmed and crashes).
Important: This only applies to automatic, beacon-based recruitment. If you have "Beacon Recruitment" turned OFF, this setting/option will not/no longer have any impact.

- Options: ON or OFF
- Default: OFF
What These Settings Mean:
- ON: Charisma will no longer be a factor when determining how many people can settle in your settlements/cities. This only applies to beacon-based recruitment.
- OFF: Charisma is factored in when determining the maximum number of people that will settle in your settlements/cities per default Fallout 4 game mechanics.
Additional Information:
Regardless of having this setting ON or OFF, you can still manually send settlers to a settlement/city.
Max Unemployed
If you have this many or more unemployed settlers in a settlement, automatic recruitment will stop in that settlement until you have less than this number of unemployed settlers. Unemployed means that there are no open Sim Settlements "Job" Plots (agricultural, commercial, industrial, advanced industrial, martial, or recreational) or placed "job/work objects" (scavenging station, farming particular plants, guard posts, etc.) for a settler to be automatically assigned to.
Important: This only applies to automatic, beacon-based recruitment. If you have "Beacon Recruitment" turned OFF, this setting/option will not/no longer have any impact.
Available Settings:
- Options: 0, 1, 2, 3, 4, 5
- Default: 3
What These Settings Mean:
- 0: No new settlers will be automatically recruited until you have a new/open "job" for them already set up.
- 1: You can have up to 1 unemployed setter per settlement - after that automatic, beacon-based recruitment stops.
- 2: You can have up to 2 unemployed setters per settlement - after that automatic, beacon-based recruitment stops.
- 3: You can have up to 3 unemployed setters per settlement - after that automatic, beacon-based recruitment stops.
- 4: You can have up to 4 unemployed setters per settlement - after that automatic, beacon-based recruitment stops.
- 5: You can have up to 5 unemployed setters per settlement - after that automatic, beacon-based recruitment stops.
Additional Information:
Regardless of this setting, you can still manually send settlers to a settlement/city (and have as many unemployed settlers you want).
