Brotherhood of Steel

Author: Takarazuka

Latest Update v1.2 - 5 October 2019 Released - 30 March 2019

Faction Brotherhood.png

Stand with your brothers and sisters, and claim the Commonwealth for the Brotherhood! This faction pack allows you to use the new Liberator function for Sim Settlements Conqueror to secure settlements by ridding them of invading raiders, gunners, and other scum. Establish outposts for your troops and claim vassals to support those outposts with food and supplies.

Faction: Brotherhood of Steel
Assault Support: Yes
Defender Support: Yes
Decorations: Yes
Soundscape: Yes
Special Units: Yes
Unique Outpost Plots: Yes

Obviously, you need to be part of the Brotherhood of Steel and the Prydwen needs to have arrived in the Commonwealth. You'll need to also have completed the vanilla quest "Show No Mercy"... the Fort Strong quest from Elder Maxson. Once that has been done, look for a new constructible object in your crafting menu (or under the Sim Settlements/Furniture menu if you have Settlement Menu Manager installed) called Field Command Center. This is same as the War Planner Desk from Conqueror. Build that, use the ham radio to recruit troops, and the terminal to select locations to secure.

Recruitment resources for this faction are:
Minor: Weapon Mods & Combat Armor
Major: Laser Weapons & Heavy Weapons

Children of Atom Pack

Author: MrNeedles

Latest Update v1.4 - 1 July 2019 Released - 30 March 2019

Faction ChildrenofAtom.png
"Behold! He's coming with the clouds! And every eye shall be blind with his glory! Every ear shall be stricken deaf to hear the thunder of his voice!" - Confessor Cromwell, Fallout 3

I just love the Children of Atom and the way they were represented in the Far Harbor DLC. A growing cult of possibly dangerous, radiation-obsessed lunatics, who still might just be right in their beliefs. Now you, too, can spread the word of Atom and bring glorious division to all non-believers. So grab your Fatman, Gamma gun or Kiloton Rifle, go out there and start converting!

Faction: Children of Atom
Assault Support: Yes
Defender Support: Yes
Decorations: Yes
Soundscape: Only Discovery and Expectation so far
Special Units: Yes
Special Items: Yes
Unique Buildings: Yes

Just build the War Planner's Desk and select to take an outpost for the Children of Atom faction. They're set as conquerors and are hostile to all other factions, since I figured the only way most common wastelanders would accept their beliefs would be by force, a.k.a being shown Atom's power first-hand.
Requires the Far Harbor DLC.

Recruitment resources for this faction are:
Minor: Nuclear material, .45 ammo, Irradiated Blood, Glowing Fungus
Major: Mini Nukes, Missiles, Toy Rocketships, Fusion Cores, Glowing Blood Packs

Forsaken Vaulters Pack

Author: tyeeozalee

Latest Update v4.1.1b - 5 October 2019 Released - 16 April 2019

Faction Forsaken.jpeg
The Forsaken Gazette (What's crackin'):

Update 4.0.6-A introduces new lore for me to potentially expand upon. Via a complete rework of the Forsaken hierarchy, it implements the Fractal Combine, a subgroup of the most elite personnel among vaulter forces. It makes up the last two Forsaken ranks, has its own flag and issues the heaviest and most sophisticated equipment available to its members. Continually handling punishing cryogenic weaponry, Fractal Combine soldiers bear scars that are emblematic of their station: they've lost hands to liquid nitrogen. What used to be unfortunate and sad is now widely regarded as a full-fledged rite of passage for those commonly rechristened the "Frostbitten Ones" by their peers. Their cybernetic hands stand out as the mechanical token of their martial prowess and prestige.
The provisional flag has been replaced by 3 new HD versions (one of which includes 3 variants). They can be built in workshop mode along with receivers for the Forsaken Radio and the brand new Formidably Cold Radio. The FCR is a station of Classic Deluxe Vintage Gourmet Frantically Exclusive '70s Hard Rock to be enjoyed while crushing puny raiders with the concealed-carry Cryoruger from Niero or the not-so-concealed-carry Broadsider Avalanche (video attached - I have yet to modify the reload animation on the latter - both weapons randomly spawn on soldiers through leveled lists - the broadsider can't be fabricated and is only obtainable through rank 5 soldiers). Clothing variety has been increased on ranks 3/4/5.
New Forsaken hierarchy: Cryoling < Cryolad < Cryoleader (50% former Cryoleaders and 50% previous Cryolords) < Frostbitten One (New rank) < Frostridden One (former Cryolegend)

The Forsaken Gazette - Episode 2: Attack of the KILLER CHILLER!
When renowned Bavarian film director Klaus von Frumpenstadt released his 2037 B-movie "Attack of the Killer Refrigerator", he thought big and dreamt of much - from the rise of a sentient mass murder maniac fridge to the coolant-induced extermination of humanity - but he certainly did not expect for his wicked creation to ever be manufactured. Two hundred years later and the Forsaken Vaulters are running out of survivors to defrost; desperate and forlorn, they turn to the only massively available manufactured good in the Commonwealth: the Pre-war refrigerator. Slip a chip in it and you get... the Frumpenstadt-inspired Killer Chiller. He chills, he kills, and most importantly, he'll soon scream "EXTERMINATE! EXTERMINATE!" at your bewildered enemies.
Whose idea was that, you ask? Ross Aldrin's, of course! The sestercentenarian cryonics pioneer, CIT researcher and Pre-war inventor of the cryopod has been hard at work in his subterranean Cambridge lab (or rather what is left of it) for two centuries. He's now your very best friend and says he's been looking for a way to get mankind back on track but truly he's been snorting the anti-aging cryogenic compound he devised soon after the bombs fell and conveniently stored in repurposed jet cases. Just like Barbie and her dollhouse, Action man and his Jeep, Ken and his beach-ready swimming-trunks, Dr. Aldrin also comes in a kit including his loyal lab assist-o-tron, his cat and his child-friendly science set. Find him now in a dark forsaken corner of the CIT to embark on the wonderful adventure you've forever been wishing to have with your best (unvoiced - stage 1 - basic - dialogues and backstory to come) pal. And if he's not enough for you, you can also befriend Raider Cryoslaves, Forsaken Commodores and mighty Marine Commandos to conquer the Commowealth blut-und-eisen style.
Note 1: the fifth special unit requires the Far Harbour DLC to equip its gear (marine commando). I also advise you to download Niero's 2k/4k ruger skins for Aldrin's cryoruger to be displayed in full resolution.
Note 2: the radios' frequencies have been changed to avoid radio-mod conflicts (New Vegas Radio in particular). The FCR receivers need to be rebuilt in order to work correctly.
Note 3: if Aldrin ever causes troubles being dismissed as a companion (if the dialogue option doesn't show), you can dismiss him by recruiting another follower.

Is this Faction Pack for you?
Do you enjoy snowball fights? Do you order your Coke with extra ice? Do you think Mr Freeze is the greatest Supervillain in the history of mankind? Do you have a beef with the Enclave, Vault-Tec or the Institute? Do you tend to linger at your supermarket’s chiller aisle? Do you feel as excited as a kid at Christmas whenever Niero releases a new mod? If so, then look no further, the Forsaken Vaulters are made for you.

About the Forsaken Vaulters:
Wronged by the Enclave, defiled by the Institute and abandoned by Vault-Tec to their icy slumber, the Forsaken Vaulters are a formidable detachment of highly organised bicentenarians freshly released from their crypods by a malfunctioning command module. Due to decades spent under the influence of liquid nitrogen, the group has developed an obsession with cryonics and is now dedicated to the cryogenic preservation of the Commonwealth.
Now that the sleepover has ended in Vault 111, everything and anything worth salvaging shall be frozen to the core.
Now that their resurrection is complete, everyone and anyone preventing them from doing as much shall be reduced to a bloody pile of snowflakes.
Think about it, isn’t it time for Boston to be finally shaped in their image: forever young, forever beautiful…?

Ghoulish US Army Remnant

Author: blacklight2207

Latest Update v1.00 - 27 March 2020 Released - 27 March 2020

Faction Ghoulish.png
Adds the US Army Remnants led by Ghouls as a playable faction for Sim Settlements Conqueror. Includes Conqueror faction and a Liberator faction as well as feral ghoul special units for the Conquerors and much much more.

Faction: US Army
Assault Support: Yes
Defender Support: Yes
Decorations: No
Soundscape: No
Special Units: Yes
Ranks: Yes
Unique Civilians: Yes

With this mod you can play as the Ghoulified remnants of The United States Army in Sim Settlements Conqueror both as Conquerors and as Liberators. After the Great War the US Army was devastated as many of its bases were destroyed and many of its soldiers were killed, but those who survived turned into Ghouls and as the years went on the Ghoulified remnants of the US Army began their attempts to reclaim the wastelands in the name of the United States. Year after year, however, their numbers dwindled due to natural loss of life, but also to something more insidious as some ghouls became feral monsters. This issue over what should be done with the Feral Ghouls would eventually lead to the civil war among the US Army factions. Those would become the Loyalists refused to use the feral ghouls and instead supported recruitment of wastelanders to bolster their ranks, whereas those who would become the renegades favored using the feral ghouls. Eventually the so called Renegades abandoned the army and formed their own to reclaim the wastelands by any means necessary and everywhere they went the loyalist would be there to try and stop them. Their civil war has now come to the Commonwealth.

Factions
You can play as The United States Army Loyalists who are Liberators and you can play as The United States Army Renegades who are Conquerors.
You can select both factions to be in control of prebuilt settlements at the beginning of the game in the War options menu of Sim Settlements Conqueror. Just remember that if you pick both factions to be in control of prebuilt settlements don't try to play as either faction because you wont gain control over territory your selected faction controls, actually you'll end up creating a duplicate of the faction you selected so there will be 3 US Army Factions instead of 2. If you want one faction to control territory while you command the other put the conquerors in charge of the prebuilt settlements and then lead the liberators against them and vice/versa.

Special Units
Special Units Available to both factions are as follows:
US Army Recon Bots - Costs 75 Recruitment Points
US Army Mr. Gutsy - Costs 1000 Recruitment Points
US Army Assaultron - Costs 1500 Recruitment Points
US Army Sentry Bot - Costs 2500 Recruitment Points
US Army Mechanized Infantry (Power Armor soldiers) - Costs 2500 Recruitment Points

Faction Unique Special Units are:
For the Conquerors - US Army Renegade Feral Auxiliaries (tamed Feral Ghouls) - Costs 25 Recruitment Points
For the Liberators - US Army Auxiliaries (Wastelander's) - Costs 50 Recruitment Points
Liberator Auxiliaries wear standard army fatigues, but also wear raider armor and use raider weapons, any mod that effects the base game raider weapons level lists will effect the weapons used by the Liberator Auxiliaries, so just keep that in mind. Conqueror Feral Auxiliaries are just your normal Feral Ghouls and they can only be warriors, but when spammed against the enemy in packs they become effective cannon fodder and they actually are pretty dangerous in their own right, use wisely.

Recruitment Resources
Major Resources - Premium GabaGhoul, Pre-war Money, any kind of Combat Armor, any kind of T51 Power Armor
Minor Resources - Purified Water, Stimpacks, Gas Masks, .45 rounds and 5.56 rounds, Lesser GabaGhoul and GabaGhoul
What is GabaGhoul? Its a new recipe brought to the Commonwealth by the Ghouls and if you make some Ghouls will join you, guaranteed. All recipes are found at the cooking station.
-To make Lesser GabaGhoul you need 1 Mongrel Dog Meat and 1 Aged Rad Wine - makes 10 cuts of Lesser GabaGhoul
-To make GabaGhoul you need 1 Yao Guai Meat and 1 Aged Rad Wine - makes 10 cuts of GabaGhoul
-To make Premium GabaGhoul you need 1 DeathClaw Meat and 1 Premium Aged Rad Wine - Makes 10 cuts of Premium GabaGhoul
-To make Aged Rad Wine you need 1 Wine and 1 Irradiated Blood - makes 5 bottles of Aged Rad Wine
-To make Premium Aged Rad Wine you need 1 Amontillado Wine and 1 Irriated Blood - makes 5 Bottles of Premium Aged Rad Wine
-To Make Amontillado Wine you need 1 Mutfruit, 1 Purified Water, and 1 bottle of wine - makes 5 bottles of Amontillado Wine

Faction Flags
Conqueror Flag is a White Flag with a Green Star in the middle
Liberator Flag is a Green Flag with a White Star in the Middle.

Faction Ranks
Private
Corporal
Sergeant
Lieutenant
Captain

Captives and Civilians
Captives of your factions will be wearing army Fatigues and Jumpsuits. Conqueror Captives will also be wearing explosive collars whereas Liberator captives will not be wearing Collars.
Both Factions will have Doughboys (off duty soldiers) as their civilians. Renegade Doughboys are Ghouls who wear Fatigues whereas Liberator Doughboys are humans who wear Jumpsuits.

Suggested Mods
Considering recruiting is relatively hard in this mod I will suggest some other mods which can make the game a bit easier when getting resources.
Crafting Mastery (Crafting Workbenches updated) - this will allow you to craft the ammo you need to recruit and it will allow you to breakdown other ammo to build different ammo, just don't get the patch for Crafting Mastery and Sim Settlements because it will move all the stuff you can craft at the settlement manager table to another crafting table, it complicates things too much for me at least.
PLUNDER - Survival Combat Overhaul - Generally makes the game more difficult on survival difficulty and adds a lot of loot to the game, I use the 0.9c version with the Non-Zombie Zombie Patch. The 10a version changes too much for my tastes but that download comes with two esp's, P.L.U.N.D.E.R.esp and P.L.U.N.D.E.R - Companions.esp, if you just want the companions esp too manually download version 10a, unpack it, then repack only the companions esp and add it to your mod manager.

Gunners

Latest Update v2.00 - 8 August 2019 Released - 18 June 2019

Faction Gunners.png
Become The General of A Real Army!

Overview
Soldier! There's a settlement that needs to get rekt! I'll mark it on their graves! This mod adds the Gunners to Sim Settlements as a Conqueror faction. Go to war with the Minutemen or any other enemy factions and show 'em who's boss!

Debriefing
Here are your missions:
Outpost raids - The basics. Eliminate all the inhabitants and secure the area with your troops.
Vassal raids - Lately, our troops have been complaining about the lack of food and supplies. To rectify this, I need you to send your troops to the local settlements, eliminate their protection, and subdue the settlers.
Capture Outposts - If you want to take a different approach (think about Bullet) clear out the opposing faction and capture the civilians. Your detachment will secure the area and put the POWs (Prisoners of War) to work.
Dismissed!

Faction: Gunners
Assault Support: Yes
Defender Support: Yes
Decorations: Yes
Ranks: Yes
Special Units: Yes

Detailed Features
Decorations: Include Gunner Barricades, Sandbag walls, weapon crates, Duffel Bags, and Ammo Boxes.
Faction Flag: By default, the mod uses Maccready's flag, which I agree is ironic. Look under Recommended Mods for a more proper Gunner flag.
Gunner Ranks: Private, Corporal, Sergeant, Lieutenant, and Commander Special Units

Introducing! Military Assault Deathbot Division aka M.A.D.D.(Disclaimer: They're not really called that in-game, I just thought it sounded cool.)
Special Units has arrived. You can now run your army with Sentry Bots, Assaultrons or Mr. Gutsies! Be careful not to overdo it. Be advised, Special Units do not have rankings and will not level up after assaulting settlements.

Recruitment resources for this faction are:
Minor: Dog Tags, Patrolman Sunglasses, Baton, Military ammo bag, sunglasses, Military grade duct tape, Combat Knife
Major: Gunner's Camo Bandana, Gunner's Green Bandana, Military Cap, Army helmet, Gunner Harness, Dirty Army Fatigues, Military-grade circuit board, Laser Gun

Institute Surface Reconaissance Pack

Author: MrNeedles

Latest Update v1.1 - 8 April 2019 Released - 4 April 2019

Faction InstituteRecon.png
"Haven't you been paying attention? You don't find the Institute. The Institute finds you." - Kellogg, Fallout 4

While playing through Fallout 4, I didn't take the Institute for a faction out to conquer and enslave the Commonwealth's population. Instead, what I saw was a group of brilliant but reclusive scientists, blinded by their vision for a better world to come, yet disturbingly disconnected from the sometimes dire consequences which their actions below ground had on the people above. An isolationist, elitist population of self-declared visionaries, raised throughout their dwindling generations according to two major beliefs: The outside world was doomed, and it was their mission to create it anew.
For this reason, I couldn't possibly imagine the Institute leading huge synth armies and building massive, high-tech outposts in a war for the Commonwealth. In its current state, that would just seem a waste of valuable resources to them. There is a reason the Institute started relying on synth infiltrators - They allowed them to manipulate the world above ground from the safety and comfort of their underground dwellings, avoiding all unpleasant social interactions with surface dwellers. However, there were still tasks to be performed that required less finesse and more brute force.
Sweep-and-Retrieve missions for valuable resources (or the occasional rad-free pre-war infant). Tracking down rogue synths in areas a Courser would draw unwanted attention. Taking out high-profile targets investigating Institute activity. Capturing strategic points to set up surveillance equipment.
All these dirty tasks and more were often not entrusted to synths, but rather to common men and women, acting on orders they could'nt possibly comprehend, for a price they could not possibly refuse. Mercenaries, hirelings and scavengers - Or, as the Institute would soon come to refer to them in their typical, clinically-precise terms: Surface Reconaissance Agents.

...okay, that was a bit much. In short, this adds an Institute themed mercenary faction for Conqueror, inspired by people like Kellogg. Because large, mustache-twirlingly-evil robot armies aren't what the Institute is all about. They're severely detached, they're secretive, and despite their fancy underground apartments they don't have unlimited resources to throw around. Why do you think they focused on creating their robots out of organic goo?

Faction: Institute Surface Reconaissance
Assault Support: Yes
Defender Support: Yes
Decorations: Yes
Soundscape: No

Just build the War Planner's Desk and select to take an outpost for the Institute Surface Recon faction. They're set as liberators, seeing as the Institute usually seems to avoid unnecessary casualties when dealing with outsiders, as long as they stay out of their way. They're still hostile to all non-Institute factions. Except the Minutemen - For everyone who, like me, dreams of a world where the forces of science and progress are able to peacefully unite with Worker's Solidarity and decentralized, self-governing communes. Or whatever.
There's also a different Factionfriend Formlist included in the mod file, allowing you to change it so the Institute guys are evil bastards and allied with absolutely nobody. Hell, you can even change their Faction type from Liberator to Conqueror by switching a 2 to a 1. That's how well-made the SimSettlements stuff is, so go nuts!
This mod is still WIP, but the bare bones are finished. If i ever get around to it, I'll try to add a little quest or at least some lore.

Recruitment resources for this faction are:
Minor: Synth Components, Biometric Scanners, Circuit Boards, High-Powered Magnets, Microscopes and Soap
Major: Aluminum, Fiberglass, Fiber Optics, Circuitry, Fusion Cells and Plasma Cartridges

Libertalia Pack

Author: MrNeedles

Latest Update v1.o - 5 April 2019 Released - 5 April 2019

Faction Libertalia.png
This mod gives you the opportunity to play as the closest thing Fallout 4 has to offer to being a pirate: Roleplaying as one of the raiders of Libertalia; Minutemen deserters who settled at the coastline and eventually became one of the larger raider groups in the area. Now you can help them scour and plunder beyond the borders of their original pirate kingdom.

Faction: Libertalian Brothers
Assault Support: Yes
Defender Support: Yes
Decorations: Yes
Soundscape: Not yet, but some shanties would be nice

Just build the War Planner's Desk and select to take an outpost for the Libertalia faction. They're set as conquerors, friendly only to the Raider Faction (although I plan on adding a custom faction for them eventually, maybe even switching out the NPCs at the original Libertalia location so that you can visit it without getting shot at by your supposed peers. For now, you can roleplay that you had enough of being stuck in an old, dingy shipwreck and decided to form your own crew.

Recruitment resources for this faction are:
Minor: Mirelurk meat + eggs, Alcohol and empty Rum bottles
Major: Queen Mirelurk Meat, Boxes of Cigars and Vim! Captain's Blend

Minutemen (Liberators)

Author: ChoiceSpecsMawile

Latest Update v2.0 - 27 May 2020 Released - 12 November 2019

Faction MinuteLiberator.jpeg
Adds The Minutemen Faction for Conqueror. Works For Taking Over Settlements

Adds the Minutemen as a playable Liberator Faction, so you can be a General with some agency in your Army.
5 Ranks, each with improved gear and weapons if their stationed settlement has an Armory, (Standard recruits have a 10mm and the Army's uniform)
(You MUST have an Armory in your Soldiers' settlements in order for them to equip the next corresponding uniform)
Level based on the players level! So theyll never be too weak and wont start too strong! (They'll be too weak in the early beginning though!)
Feel too weak or don't like the getup? Equip your Soldiers with Armor and Weapons of your choosing!
Soldiers will also display their rank Insignias on their collars, sleeves, and vests! Wow!
Most commanders are promoted for being long time leaders of their respective settlements, and are tied to their homes! Companions can lead anywhere you like!
37 Commanders, 9 Special Units, Matching Outfits and Ranks, and Much, Much More!
Functionality with Militarized Minutemen + Rank/Insignia Addon (Ranks will be reflected by patches and insignias)
9 Unique Soldiers to be hired! They start off stronger than your standard Recruits but they wont level up and they come demanding higher pay!
Minutemen related SUs have to be unlocked by taking back the Castle / Armory.
Uniforms are now... Uniform! Standard outfits across all Soldiers per rank, displaying the corresponding Rank Insignia, Patches, Vocation Tabs/Patches and Faction Patches, as well as Different Camos+Berets for Enlisted/Officers so you can tell them apart at a glance! (Counter intuitive but ~Variety~)
Even if you dont play as the minutemen and only use them as an opposing faction more appropriate uniforms and ranks are added to attackers/defenders!
Contractors also come in more variety! Theyll show up in one of 15 (Fifteen!) Unique Outfits and have a variety of Weapons!
There's a version which also makes the Bounty Hunters/Dogs a bit cooler but in turn require Niero's Mojave Manhunter and FadingSignal's Dog Harness
If you use a mod which adds more variety to settlers, you'll also see more variety in your troops (ie something like Better Settlers, which adds tons more face presets + hairstyles, and mortal settlers for a much more ~immersive~ Settlement Defense interaction)!

Mirelurks

Author: BloodWitch1337

Latest Update 1.0 - 11 August 2019 Released - 8 August 2019

Faction Mirelurk.jpeg
Adds Mirelurks as a faction pack for Conqueror. When finished will have new Residential Plots, Martial Plots, and a system for the creation of every type of Mirelurk, Lurker, Hermit Crab, and Fog Crawler. As well as a quest line.

Faction: Mirelurks
Assault Support: Yes
Defender Support: No
Decorations: No
Soundscape: No

Version 1.0 is up! This Version now has the ability to recruit Mirelurk Softshells, Hunters, Kings, and Queens. It also has a custom flag. At this point the mod has all the basic functions and now simply needs to be expanded.

Future Plans:
Decorations

Soundscape

Units:

  • Mirelurks: So far the only version of the Mirelurk that I've been able to get it to recruit was the Softshell variant. My long term plan is to link all new units into that Hatcheries, but for now I'm going to have all the Mirelurks, Razorclaws, Killclaws, and glowings to act as special units. After that I will be working to get the Nukas and Bloodragers into the pack. They will be optional as they are from DLC and I won't force people who don't have them for some reason to by the DLC for this.
  • Mirelurk Hunters:Just like with to Mirelurks I plan to link them into plots, but unlike them I haven't gotten any of them into the pack.
  • Mirelurks Royalty: The Mirelurk Kings and Queens will be a milestone for your army when they are added. They will be the last creatures added to the pack before moving to the DLC creatures.
  • Far Harbor: After the Royals I will be adding the creatures of Far Harbor. The Fog Crawlers, Lurkers, and Hermit Crabs will be added to your army along with the Bloodrager Mirelurks.
  • Nukalurks: Finally there will be the Nukalurks, who I plan to make expensive to acquire as they will require for you to spend your Nuka-Cola Quantums to get them.

Quest-line: I plan to develop a quest-line that will unlock all of the different types of creatures and give you the different plot types. This will be an on going development, that will take time. I will also have a version that will be released without the story for those that just want the faction for how it can be used by conqueror, it will probably be non-playable so that it doesn't clutter your menu.

Plots:

  • Hives: These will be new sea themed Residential Plots for your Mirelurks to sleep in.
  • Hatcheries: What type of plots these will be is currently undecided. When they are implemented it will overhaul how you get the different unit types. My hope is that they will allow you to hatch all of the different unit types from these Hatcheries, that they will be unlocked through the quest-line to give a progression for what units you can bring with you.
  • Burrows and Lures: These will act as martial plots that your Mirelurks and Lurkers can use, if they work properly your beasts will be able to burst out of the ground like you can see happen with wild versions.

Unique Soldier Needs - Yes

With this mod you can play as two kinds of political radicals Sim Settlements Conqueror; You can play as The Peoples Liberation Army of the Commonwealth who are Conquerors because irony isn't dead in the wasteland and you can also play as The Anarcho Syndicalist Commune's of the Commonwealth who are liberators that protect the masses from the violence inherent in the system. In times of desperation people have always looked to radical solutions to solve the problems traditional solutions had failed to solve. There have always been whispers in the commonwealth and the nation about these radical solutions, but only now do they seem appealing, why? Because the people have nothing left to lose in this world. They rightfully ask why they should rebuild the same America that already failed when they can strike out and build something new. The time has finally come when enough people have finally abandoned the propaganda that has filled the heads and the great evil has been revealed to be the great equalizer it has always been. The only question remaining is: Will you continue to be a "Good American" or will you take a chance as something new? This choice is your's and now this choice is available to The People of the Commonwealth, choose wisely.

Regulators

Author: fessmods

Latest Update v1.2 - 24 November 2019 Released - 30 October 2019

Faction Regulators.png
The Regulators: Between angels and devils is the land of the living consisting largely of folks who are neither a caricature of good nor evil but who navigate the space in between. The Regulators navigate in this space. They do so not as a bog standard group of wastelanders but as a resourceful and defiant group of scavvers, traders and farmers. As leader of the Regulators, you have some friends. But, in this stark world, you have no allies and some formidable enemies. Your blood and the blood of your friends are on the hands of these enemies. It’s time to fight against the murder, pillaging, extortion and mayhem. It’s time to ‘regularize’ life in the Commonwealth. If other factions don’t keep their bloody hands off you and your stuff, there’ll be a reckoning. There will be blood. Do as you must to carry the day.

Background: Prior to the Minutemen and the American Revolution, there were other struggles. One was called the War of Regulation or the Regulator Movement. A simplistic version of the story is that there were some colonists from western North Carolina who struggled against corruption and abuse of power. They weren’t idealistic in their ambition. Rather, they largely wanted to curtail the abuse and 'regularize' life. They banded together and accordingly became known as the Regulators. Some New Englanders (Minutemen) were aware of the Regulators. (In the future, one might be able to find out more about the Regulators in the Concord Museum and elsewhere.)

The Flag of the Regulators: The fess (horizontal stripes) on the Regulators flag represents the Charles River (blue) and the surrounding Commonwealth (olive green). The black represents the persistent darkness or evil that envelops the Commonwealth. The bloody hand acknowledges the past shedding of blood and the admonition to enemies to keep their bloody hands off the Regulators.

Roleplaying as the Regulators: While trading, hunting, fishing and farming are important, scavving is central to the development of this faction. Specifics are posted at the war desk but suffice it to say tools and technology will be valuable. This is the intent behind the salvage-related posters in the header pic.
Your units won't have cookie cutter military uniforms (No offense to the Enclave, BoS, etc. It's just not the scavver-trader-farmer persona.) The clothing/armor will consist of mashups of different types of resources found across the 'wealth. Long story short - tried to create a more direct connection between scavving and the development of this faction.
The militaristic factions have failed to deliver on a regular life. So, you start off allied with none. What's next is largely up to you. (That this could align with a Start Me Up playthrough isn't an accident.)

Faction Enclave.png
With this mod you can play as The Enclave faction from previous Fallout games in Sim Settlements Conqueror and you have two files to choose from. Overview
Little Pigs, Little Pigs. LET ME IN! For with this mod you can play as Negan and lead his Saviors to conqueror the commonwealth in Sim Settlements Conqueror; You can play as The Saviors Conqueror Faction. Listen, this faction isn't strictly lore friendly, but Sim Settlements Conqueror is basically a Negan Simulator with out the Negan and that's now been fixed if I do say so myself. Here's is the informal story of this mod, The Saviors aren't your common raiders as they are dressed better and are better equipped and must have passed by NukaWorld because their ranks include some of the raiders from NukaWorld along with some Gunners to accompany their already large ranks. Recently Negan has personally led a force to the western Commonwealth and they have set up shop there, however, a scavenger caught sight of them and returned to Diamond City to sell this story to Piper Wright. If you travel to Diamond City I'm sure you can find out where this new raider group is and you might be able to stop them before they become too powerful and you just may be able to become the new Negan by killing the old one, but who's to say really what will happen.

Factions
You can play as Saviors who are Conquerors.
You can select the faction to be in control of prebuilt settlements at the beginning of the game in the War options menu of Sim Settlements Conqueror. Just remember that if you pick this faction to be in control of prebuilt settlements don't try to play that faction because you wont gain control over the territory your selected faction controls, actually you'll end up creating a duplicate of the faction you selected so there will be two Savior Factions instead of one.

Faction Special Powers
If you don't use the soldier needs system of Sim Settlements Conqueror ignore this section.

  • Regular Tribute - The Saviors "save people" and then bring back some awesome stuff regularly therefore all soldier needs costs for Savior Special units are halved, all units will except the regular soldier will cost 5 rations, 5 equipment, and 5 commerce.
  • Negan's Charisma & Lucille's Protection - There is safety in numbers and Negan is an expert in convincing people that his group guarantees safety therefore the Saviors can entice Gunners, Operators, Disciples, and Pack Members to abandon their former gangs and join the Saviors as special units, although they are expensive. Regular soldiers do not benefit from these powers so use the Savior Specialists special units instead, they cost the same to recruit and use the same equipment but will benefit from these special powers unlike the regular soldiers if you use the soldier needs system.

Special Units
Faction Unique Special Units for The Peoples Liberation Army of the Commonwealth:

  • Savior Attack Dogs - Cost 25 Recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment.
  • Savior Specialists - Costs 100 Recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment.
  • Savior Heavy - Costs 500 recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment. Grants 15 Control
  • Savior Super Heavy (Power Armor) - Costs 1200 recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment. Grants 30 Control.
  • Savior Operator - Cost 750 Recruitment points. Soldier needs; 5 commerce, 5 rations, 5 equipment.
  • Savior Pack - Costs 750 Recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment.
  • Savior Disciple - Costs 750 Recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment.
  • Savior Gunner - Costs 750 Recruitment. Soldier needs; 5 commerce, 5 rations, 5 equipment.

Recruitment Resources
Savior Major Resources - Baseball Bats, Negan's Spaghetti, Neganade, Dwight's Sandwhich's, Lucille's Iron Supplements, Fat Joey's Selfish Shellfish Stew
Savior Minor Resources - Stimpacks, Med-X's, Purified Water, 5.56 ammo, 10mm ammo
Go to any cooking station and look for "Savior Food" and cook up some delicious recipes to recruit more soldier and make sure to look any dead savior because they will be carrying some food with them so don't let it go to waste.

Faction Flags
The Saviors have the Saviors Scales as their flag look at the images to see what i mean, but i will say here the flag includes 2 Lucille's which means its doubly awesome!

Faction Ranks

  • Recruit
  • Half-Blooded
  • Blooded
  • Full-Blooded
  • Top-Guy

Captives and Civilians
Captives of the Saviors will be wearing Colorful undergarments from NukaWorld and they come in many colors.
Savior Workers will be the civilians and they wear a few different outfits such as winter jackets and flannels.

The Story
I didn't make a normal quest with check point and quest markers and the like because I don't know how to make quests, however, this mod contains environmental storytelling along with notes and holotape which tell a story about Negan and his Saviors.
You don't need to do any of this to play as the Saviors, but if you do this informal quest It will pay off and put you in a better position to recruit and lead the Saviors.
To find out where Negan and his Saviors are in the Commonwealth you need to go to Diamond City and once there you need to go to Piper's Newspaper Stand. Once there go to her printing press and take the two newspapers off of the printing press to reveal a note written by Gregory which will tell you where Negan and his Saviors are.
Once you get to the location where Negan and his Saviors are make sure you search the area for there is loot there that will help you recruit more saviors when you start the gang. Find Negan's Holotape and Fat Joey's Note, both will provide you with a story and will reveal some more locations to find more Saviors already in the world.
Just know, Negan and His saviors will be hostile to you so prepare for a fight and be sure to loot the corpses.

Faction Yuletide.png
Don't let the jolly colors they wear fool you. These raiders are a true menace. Obsessed with red, green, and snow, they're coming for all of us. Friendly with other raider factions, but hostile to all of the Commonwealth's forces of law and order, these maniacs are hear to punish both the nice and the naughty. So watch out! They wear armored santa suits, decorated and painted leather and metal armor, and wield weapons painted with holiday themes.
  • Special Units:
    • Yuletide Frosty - Decked out in snowflake-themed synth armor and obsessed with the cold, these soldiers are ready to use their improvised cryolators and cryo grenades to make sure it's a White Christmas . . . of death!
    • Yuletide Reindeer - The devolved radstag is at least as fearsome as Santa's best reindeer, and the lack of equipment and wages they need mean the Yuletide has lots of them to throw at anyone who gets between them and their precious toys, booze, and presents.
  • New Explosives (Craftable at Chemistry Workbench):
    • Let It Snow Grenade - Ever wanted a MIRV grenade but that did cryo explosions instead? Then this is the explosive for you.
    • White Xmas Mine - Whoever this present is for, make sure you are standing far away when they open it.
