City Plan not fully built

I have been enjoying the quests for sim settlements 2 but i dont have the skills to build a city myself. I had downloaded 3 city plans (Linked Below)

Jamaica Plain Minutemen Base (sim settlements 2 City plan conquest 2021-04)

Minutemen settle down in Jamaica plain, the best place to keep an eye on the south.Especially Gunners plaza and Quincy.

I have attached this image which relates to the third link. The camera tour had picked up, and had stopped all of a sudden and left it like this.
I have had this problem for a while now and its really bugging me out.
I have downloaded all the Mods required for the Cities to install.
I have also tried disabling the option in MCM "Respect build limit" and still this happens.
Could it be a problem with the computer?
I can run High at a clean 50-60ish fps
and ultra at about 20-40 fps

Is it the mods?
I am quite unsure and would like some assistance

Out of those three I only used Holy Sanctuary (which is amazing). I didn't really have any trouble with it (just the duplicating plots issue) but I did have lots of trouble with other plans, including what you're seeing. I basically stopped using them for now. Hopefully some optimization with base SS2 stuff will help?

I haven't used those city plans, but my guess what you are seeing is the level 0 or level 1 design, which is going to look fairly incomplete.
