I started a new game recently and I've been getting that message even though:
A) I hadn't started building yet
B) I've been using a mod called "Build Limits Slashed" from the Nexus which has worked flawlessly in the past.
Is it a simple case of refreshing my plots or is this something bigger?
Since the excavation pit has a working ladder. Take that ladder and attach it to a small tile. The small 1/4 sized one. So you can snap it to things and use the ladder to crawl up since you've made real working ladders!
