Problems with settlement City Plan scraping and re-building

Rebuilding a city plan shows some more or less annoying bugs with "leftovers" find the following scenarios
  • Starting a City Plan after manually putting down some plots
  • Scraping Settlement to rebuild at any time
Both will create leftovers during the "reset" phase. In most cases just remaining electricity poles, that can be removed manually but should have been removed with the plots.

In some cases, and more with the increasing size of the settlement, it will not remove parts of the plot designs and decoration. Those can not be removed manually through the build menu. They will stay in place, look weird, and in some cases block access to buildings.

The second issue during this process is the re-population with vanilla items from the settlement. I.a. burned-out cars, original furniture, etc. It doesn't really matter, if you or removed them, they will be re-populated. This will lead to duplicate items with each scraping process. You will see 1 chair, but if you remove it, there is still a second chair at the same spot.
I'm currently not sure if these duplicate items count into the build-limit as well.
So far it's been in every release update of SS2.
 
SS2 doesn’t touch the power poles after they’ve been placed. Apparently it can cause issues so in all cases you are responsible for scrapping or moving your power poles.
For the other plots, have you tried refreshing them individually?
The city plans will add anything that the original designer left in the plan. For the basic city plans included with SS2, they include the original junk at the settlement. You can always scrap it if you don’t like it and, hey, twice the scrap!
 
Im having the same problem, Ive just scrapped the settlement but during the scrapping - settlers tried to rebuild their plots... now the plots are gone and the scaffold/tarps are left behind. Not all windmills/generators have been scrapped and alot of burnt wood from the "Demolition FX" has been left behind. I am trying to reset the settlement but I cannot seem to unassign a city plan to rebuild it... scrapping no longer works or does anything... I am tempted to download a "Scrap All" mod and try that... but that still begs the question of how do I reassign a city plan for the "Tear it down" prompt.
 
All the floating objects in this screenshot will still be present after the scrapping process has completed

Although having more scrap is nice, it still poses a problem for gameplay. Also, some of the scraps are incorporated in the design of the city plans, so I don't really want to remove it all.

Removing the poles in itself does not pose a huge problem. But I did encounter various occasions, leading the game to crash, when removing them. I can reproduce the crashes. It usually is a timing issue after removing 3 consecutive poles in a short amount of time. If I try the same with another set of poles it will be again after 3. If I set a save point after two and wait for a minute it will let me remove two additional poles and usually crash with the third.

I thought refresh city plan > "yes scrap all" should do the job. Or just assign a new leader and select "tear it all down"
I tried all that, even assigning a new leader doesnt prompt the "Tear it down" it just.. assigns a new leader.

But it doesnt matter anymore, somehow my save got corrupted when I was asleep and now I CTD as soon as I spawn in... so new game it is.

I did install the Buffout 4 mod yesterday, which seemed to have fixed some crash issues.

Over the years I have seen numerous people saying to never use the scrap all command. Something about causing more problems than what it solves. Sorry, I can't remember the details but I bet you would get 50k hits with a google search.

IIRC, there is a scrap settlement option from WSFW. Go to the workshop and hit "space" there should be an option there.

From what I understand, if you get CTDs from scrapping electrical items, you have a corrupted power grid. To my knowledge, there is no fix for this.

You might want to check your load order with xEdit to look for conflicts before starting a new game. I have been going through my mod list one at a time to find my problems and found out that my second favorite mod has been causing me problems for years...

Yes I have tried that, done the scrap settlement option - done the refresh layout option. "Scrap Settlement" was what broke everything. I couldnt rebuild the city plan after doing that.

I guess I'll have to try that and see. I have only done the city plan refresh and was surprised that all settlers get unassigned and the plots are removed. From what I have heard, this is a bug and is on the list of things to fix. You might have found another one. I'm surprised I haven't heard of this before.

Well I was unable todo anything with that Settlement after using "Scrap Settlement"
If you think it may be a bug I will make a list of the lead up;


Using version 1.0.3b (Public Beta) - Had completed SS2 Quest Line.
1. Noticed settlement, after it built its city, duplicated its layout. Double placed plots on top of eachother - the ruined houses duplicated (you can move one and there would still be one there - same with things like cars, mailboxes, the toilets littered around. Everything was duplicated like someone copy pasted the settlement a couple times.)
2. Tried to fix this by using the "Refresh Layout" option in the City Planners desk. It did not work, then I tried again - Ignoring the scrap profiles. No luck.
3. Tried to use "Scrap Settlement" yes it did delete everything but during the scrapping things got left behind. Such as scaffolding when new plots are being built - neon signs from commercial plots; the debris from the plot explosions (burnt planks ect) and sound was left behind. If you went upto where a plot was it was still play the building sounds as if the plot was being built/upgraded. Generators and poles were left behind (but iirc thats supposed to happen and we are to manually delete them.)
4. Tried to rebuild city plan by deleting desk, removing leader and refreshing layout. No luck... Nothing happened.
5. Did the dreaded "ScrapAll" command. Deleted everything, Generators - Poles - Scaffolding. Sound clips were left behind and some neon signs.
6. Reloaded save... (prior to ScrapAll command) tried to rebuild plots manually. Game crashed.
7. Save file bugged out after reloading, couldnt go 2 minutes without crashing. Waited for scripts to catch up before opening workshop and still crashed.
8. Started new save game.

Edit2- IIRC Refresh Layout is a WSFW option for imported WSFW layouts. This would not work for a city plan. Everything related to city plans is done from the city planner's desk. The only thing you really need in the Manage Workshop menu is increase build limit.

I have been playing with all auto assignment off. When I first played SS2 I had both on and was unable to assign settlers to vanilla objects. SS2 would take over and assign them to a plot. The auto assignment issue is being looked at. We just have to be patient and wait.

If you hit the "Insert" key it should enable "extra item selection" If it does not, you might have to setup place.ini. The mod should have come with a readme file that explains how to set this up.

Yeah, I know. The screenshot was with "extra item selection" enabled.
I'was able to select everything in the settlement ... well except for this one scaffold.
