city building

Hello, so i was using ZJ's Tenpines Inn city plan for Tenpines Bluff. In the plan it says at level 0 it should have a settler limit of 8. However, my settler limit is capped at 3, and i have to manually send settlers from other settlements. Does anyone know what's the issue that causes this?
