Merchants don't work post update

I had franklin assigned as a merchant before the latest update and he worked perfectly. After I updated he has his new crier dialogue but won't ever open the trade menu. I tried assigning him to something else and then reassigning him to a store but it seems sorta busted. Homie just doesn't want to sell stuff anymore. This doesn't seem to affect new merchants though seeing as my new barman sells stuff all the time. Does anyone have some suggestions on this issue?
 
I did try that and upon reassigning he still won't sell. Says he's assigned. During business hours his name is merchant, says his business lines but the trade menu doesn't show up.
 
That's fair and yes try assigning him to another store. If that does not work, you are welcome to post your most recent game save/mod list and I'll take a look when I can.
 
Alrighty. Attached to this message is my load order. For whatever reason it won't let me attach a save game so here is a Mediafire download for it (if that's okay). On the load order the "Overwrite dump" is just a file I used to dump my info created in fo4edit.

I have also been having issues with merchants recently. I am on 1.0.2 . I believe I have tried all of the standard troubleshooting steps:

-destroying/rebuilding plot
-refreshing plot
-assigning unique settlers/vanilla settlers
-trying different settlers/settlers from different settlement
-trying different merchant plot types

I have been able to resolved some of the issues with the above steps. The biggest problem I am having currently is my General Store merchant in Sanctuary only seems to have access to his own items, i.e. all I can buy from him is his pipe pistol and .38 rounds and he only has 3 caps.

Also having some issues with merchants just not being on their plot, but if I wait an hour, or just go find them they normally function as merchants.

By curiosity, what is your setting for shop restock?

I'm going to guess this is an SS2 setting? Probably in the MCM menu? All of my SS2 settings are default I believe, except I think I changed 1 that affect build limit. Also have no other mods that affect merchants and/or settlers to my knowledge.
 
Yep. There is an SS2 setting in the holotape (maybe mcm, on Xbox I don’t have that) I believe under gameplay/balance. It’s called shop auto restock

So bascially, using the console, restart his dialogue quest. I suspect that the quest didn't properly update itself with the new scenes it gained in 1.0.2, if it was running already before the update?

I am somewhat scared of dialogue quests, so I have no idea if restarting it like that is even safe...

Well the damnest thing happened. I got him to open a trade dialogue (I'll take a look, no thanks, etc) but then crashed when I clicked an option.

I restarted my game and tried again and it worked! Seems to be a fix but I'm not sure if the crash was related or not. Either way thank you!
