Interior Recreation Plots not removing old furniture upon upgrading

As far as I'm aware (since I avoid using some plots, like Martial), the interior recreation plot is the only plot with this particular bug. When the plot upgrades it will add the new furniture but the old furniture will never be removed. I have to manually go in and refresh every interior recreation plot each time it upgrades. So twice per plot, once when it upgrades to level 2 and again when it upgrades to level 3. I'm not sure if there's some process that needs to be followed to replicate the bug but it's happened in every settlement.

It does it to me too but not just on Recreational, all the Interior plots do it, albeit not every single time. It's better about it now than it was at launch, but I don't know how much more can even be done about it short of implementing some kind of "refresh all plots in current settlement" button in the Holotape or something.
 
I have had this as well. It seems to be a coin toss as to whether the previous level's items are removed or not.
 
@yaugieLC I manually upgraded this plot and the pic speaks for itself...

It was doing this for a few 1x1 plots I upgraded as well. I had to refresh all of them to fix it.

Yeah, I literally just got done going around and manually re-refreshing a few myself after a round of upgrading. (hadn't swung by Sunshine Tidings in a while, apparently - one of them was even that same plot from your picture there)
It's getting kind of obnoxious. I actually just had it happen to a base-mod 2x2 Commercial too - the General Store one with the "Daily Discounts" sign above the door.
