SS2 Main story bug

Hello! I've started a few new games and I'm still using sim settlements 2 but I'm having a new issue and I can't seem to get around this one, once completing the first sim settlements 2 quest jake gives you the dialogue to meet him back at your settlement, The problem is he just walks around and the next quest step doesn't even start. I've tried using the tools in the settlement manager holotape but nothing worked, I've tried not skipping dialogue, that did nothing. I honestly don't know what to do at this point. No matter what I do, even on another new save this bug happens

Hello! I found out that I had to wait before I talk to the jake in concord to give it time to load (without using any wait function and literally waiting in real time) I don't understand why I had to wait to give the quest time to catch up or whatever but it was a bit annoying
