RotC - Sanctuary won't upgrade to level 1.

I'm not sure if this is a bug/issue, or if I am doing something wrong. I placed Preston in charge of Sanctuary, watched the cutscene as the city was torn down, and then added some manual resources. I made some water purification, added some extra beds, etc. I then went out and explored, hoping that when I came back, the city would be at level 1.

When nothing happened, I used sleep/wait to progress the tinm. I've now waited over a month of game time, and the city is still at level 0. All of my resources are good except for power. I have 135 power, but the meter still shows as red. Happiness is at 60%, there are 10 settlers, 20+ water, and 15 food. The only weird stat is that deffense is at 999. I figured this was done intentionally by the mod so that the city wouldn't get attacked while it was being re-zoned. Could this account for why the 125 power value is still in red?

When the city didn't upgrade, I also used the City Planner's console to turn off requirements for materials and settlers. I also set all upgrades, inclduing city, to automatic. (How do you manually accept a city upgrade?).

What is needed for the Sanctuary to upgrade to level 1?
 
The radio becon is active. Do I just wait for more to show up? Or do I need to somehow actively recruit. The reason why I wanted to use Sim settlements was so that I didin't have to micro manage, lol.
 
problem with the vanilla beacon and even kg's system since it emulates it with additional conditions to count plot counts and such into the calculation is that once a day it loads 0-3 settlers with a chance of critter. This straight up means that you might be hitting a seriously crap rng

Test this: go to the settlement and look at your settler count. Now drop a bed and sleep for 24 hours 7 times. If your settler count changes by at least 1, then the recruitment is actually working. if it doesn't then you've got the worlds crappiest luck, the beacon is turned off or unpowered or something is screwy in the underlying scripts. One way or another, we'll get to the bottom of it and get you back on your feet.
 
This sounds like what I'm experiencing. I'm on PC. I couldn't get Sanctuary to upgrade even with 20+ settlers in my game, so I started a new game this morning.

I have taken care of all of their needs except for food, and it's set to ignore Dynamic Needs. Codsworth is the City Leader (it was Preston in my last game). My beacon is attracting settlers. Yet still, no upgrades and the city has not built the first plot.

I also didn't see any animation of the city being torn down. Am I supposed to see that when I set this up?
 
At this point time may be a function as well. If all the settlement needs are met, it's 10 days iirc. I am unsure if the timer starts when the settlement is created or if its when it finally has its needs met, but I'm guessing if you were to do a bit of lazing about, it'd upgrade for you.

Edit: actually it just registered what you were saying about how the plots haven't built in yet.

Lets try taking it from the top: confirm codsworth is still assigned (he should show as being green for assignment when you hover over him) and refresh the city.
 
UPDATE - it's fixed now. I think my installation of Rise of the Commonwealth was borked. I installed that manaully, along with the latest beta and now it seems to work right.

I was able to get my city upgraded to level 1. I'm not sure what the exact issue was, but here is what I did:

  1. Used the City Planner desk terminal to go into options. Under Gameplay, I set everything to the easiest setting. (No resource requirements, population limits, etc).
  2. Under Upgrades, set everything to automatic.
  3. From Tools menu, used reset plot option.
  4. Added some defense turrets. Even though my DEF value was 999, it didn't look like there were any def structures built.
  5. Waited (using a chair) for ~ 3 weeks, using 99-hour increments. (After wait, still no upgrade)
  6. During the wait time, two settlers were added.
  7. Visited two other settlements and assigned two settlers from each to Sanctuary.
  8. Went and quested for a while (~ 2 days in game time). When I came back, Sanctuary was upgraded
Not sure what steps or combination of steps fixed the issue, but I now have a level 1 city.

On a somewhat related note, level 1 Sanctuary is a pain to navigate. There are several areas that I can fall or drop into that have no exit. I'm pretty sure Mama whatever her name is stuck in a small garden plot for the rest of her life. My City Planner's desk was moved to a location that is almost impossible to find. (I had to turn on desk tracking to find it). I want to move it, but am worried that will mess things up. The desk is in a structure that is behind 3 sets of doors. Ugh.
