Question Plot Upgrades

I apologize if this information is already available elsewhere, but I have the attention span of a toddler and couldn't be bothered to watch the YT videos.
So. The setting says (if I'm not mistaken) collected junk will be used to upgrade plots. Is that junk taken from the settlement's workshop, or do I need to donate it in the City Planner's Desk? When I try do donate junk in the desk, it seems to accept a small amount of scrap, but the upgrade scrap meter remains at 0%, and my workshop has junk by the hundreds. I'm 18 hours into my current playthrough and I have yet to see or be notified of any upgrades. Also, I'm not using city plans.

The page is informative, but I didn't find quite the information I was looking for. There's no mention of scrap or junk as a requirement, so can I assume there is no junk requirement?

Plots DO NOT NEED scrap/junk to upgrade

both have to other limitations.... food/water/happiness/time/ect
