FIXED: Jake does not appear at Sanctuary to start SS2 storyline

I'm posting this here because I've had to trawl through many, many places for the solution to this problem.

THIS WAS THE PROBLEM:
I've just spent the last 3 hours trying to get SS2 to start the Chapter 2 sequence with Jake at sanctuary. It was working fine, then I installed Chapter 3, started a new game and he does not appear.

There's the magazine on the workbench, there are boxes of ASAMs in Concord, but Jake will not appear when I build and activate the beacon. Only regular settlers appear.

Here's some stuff I've tried:
  • started a new game
  • create the city planner bench, make the city manager holotape: after doing that it loads the tape in the pipboy but only goes as far as saying it's loaded, up to "OK". There are no options after that, so I can't force the quest line forward. I've tried adding the elements of the holotape to the pipboy using the help "City Manager" 4 console command and player.additem for the parts, this did not work since the pipboy would still not go past "OK" when loading the tape.
  • wait in game for >30 minutes of real time, no effect
  • searched every reported location for Jake's appearance, nothing.

This is what worked:
  • I went to my mod list in Vortex. I haven't paid much attention to this of late, and there were all the mods from Sim Settlements 1 still present. I disabled all of these and any mod specifically for SS1 (I know what you're thinking, and fair enough).
  • I made sure every mod was up to date, especially the HUD thing and Workshop Framework
  • I reinstalled pretty much all the mods in the list
  • re-ran the load order function on the plugins

and then it was OK, Jake has appeared (with Chapter 3 installed!) and all seems to be going well.

Just as well I treat these things as a puzzle to solve, otherwise 3+ hours of troubleshooting for 25 mins of gameplay might not look attractive...
 
A trick I tried was starting a game with no mods build a recruitment beacon at sanctuary then save go back to menu
1. Load all the mods
2. Get the Holotape
3. Change the main settlement and the options menu appears when u exit pipboy
Out of everything this is the one thing that worked flawlessly
