In that RR settlement, is there 22,000 of virtual storage space in the level 1 Plan? Or was the manager required to build extra storage? Or connect it to a network?Heres an example. My RR build needs 22000 virtual resources to upgrade from 1 to 2.
It's my plan I built and yes I make sure settlements in my city plans have enough storage. However every settlement I build is designed to work with the network. In my game, Abernathy Farm and Sanctuary had both leveled up to 3 without a caravan network or adding extra, "non-city-plan" storage. So it was strange when suddenly all city plans stopped upgrading. I wondered about virtual scrap, but per the stats in this post, the virtual storage was essentially full in each settlement. There isn't a metric or meter to tell someone why - something like the old scrap % statistic in SS1.

All of my settlements. The needs meters aren't all full; in order to due that I'd have to put down plots and I'd prefer not to, since I have no idea what the city plan will do. A lot (probably the majority) of City Plans are NOT designed to be 100% self sufficient for all resources and requirements, you would have to link it to the Caravan Network and get the extra food or water from elsewhere - or vice versa, have other settlements taking the excess to bring the need for Defense down.I'd think that city plans would be balanced enough that it shouldn't be such a hassle to upgrade
