city plan upgrade available but not updating

So I have a city that is upgrade ready but not upgrading. How can I tell what I need for it to upgrade?

The virtual caravan has plenty of building material.

Is there an outline of what is needed where to get things upgraded? I've looked through the wiki but didn't really see anything and when I'm in-game I can't see anything to help/

I had a similar problem. Curious if all your city plans are stuck. Or just one? If they worked for a while but then stopped? (that is what happened to me)

I never found out why the City Plans weren't upgrading. Those that hadn't reached level 3 all just suddenly stopped progressing. I have been using a console command to move them forward, but can't tell if that's "cheating" or working around a bug.

City plans require you to have enough virtual resources build up to be eligible for upgrade sometimes that's up into the 10s of thousands range. That's why starting small and slow is important. To. Many plans at once drains the overall ability of each settlement to draw from the network. Or if Your network is not connected right they can't share these resources properly.

Heres an example. My RR build needs 22000 virtual resources to upgrade from 1 to 2. That can be gotten either by its own growth or the network can help it along. You would have to have that in the either settlement or network before RR will upgrade to level 2. The bigger and more detailed the plan the more stuff it's gotta have resources to build. The get to Level 3 of my Starlight build will cost 50k +

Everything in this Mod is based around having solid industry and food/water production and distribution its production and logistics that makes the world function. Then also having the right people on the job.

The mechanics make sense and the mod is a lot of fun. For me, the catch is not knowing if my industry is "solid" enough. Or if something else is blocking the upgrade.

Heres an example. My RR build needs 22000 virtual resources to upgrade from 1 to 2.
In that RR settlement, is there 22,000 of virtual storage space in the level 1 Plan? Or was the manager required to build extra storage? Or connect it to a network?

In my game, Abernathy Farm and Sanctuary had both leveled up to 3 without a caravan network or adding extra, "non-city-plan" storage. So it was strange when suddenly all city plans stopped upgrading. I wondered about virtual scrap, but per the stats in this post, the virtual storage was essentially full in each settlement. There isn't a metric or meter to tell someone why - something like the old scrap % statistic in SS1.

It's my plan I built and yes I make sure settlements in my city plans have enough storage. However every settlement I build is designed to work with the network. Again without logistics the world halts.

But how can you tell what you need to upgrade/ All I see is not enough resources but what resources are needed? My virtual storage is maxed out.

This is getting way too frustration. I can't do anything with any of my settlements because I don't know what they need.

Okay, that makes sense. I did read that if a plot needs something to upgrade there will be a red HOLO icon telling you what it is but nope. No red HOLO icon. Just a lot of not able to upgrade. And this is in city plots. So if for some reason it needs another industry, well I don't know what to do. I can't add anything because it would be turn down when the city upgrades.

HOLO Icons are for individual plots, not the City Plan as a whole. And it shouldnt destroy anything you built during a City Plan Levelup, only the initial construction.

I mean the individual plots. Several are telling me something is needed to upgrade and I have no idea what

Is it any particular type of plot, or all of them? Are the Needs Meters all full? How is the settlement Happiness? Does the Build Limit gauge still have space?

All of my settlements. The needs meters aren't all full; in order to due that I'd have to put down plots and I'd prefer not to, since I have no idea what the city plan will do. The city I'm looking at has the build in the yellow.

I'd think that city plans would be balanced enough that it shouldn't be such a hassle to upgrade.

A lot (probably the majority) of City Plans are NOT designed to be 100% self sufficient for all resources and requirements, you would have to link it to the Caravan Network and get the extra food or water from elsewhere - or vice versa, have other settlements taking the excess to bring the need for Defense down.
