City Plans Not Leveling Up

I have several settlements that will not upgrade from level 0 to 1; I have Involvement set to NONE and I have waited around for weeks of in-game time and still the settlements won't level up. Sanctuary, Kingsport, Red Rocket and Longfellow's Cabin are 4 of the ones I'm having problems with. Sanctuary's plan is Tharatan's Simple Sanctuary, Kingsport and Red Rocket are Carinth01's plans, and Longfellow's Cabin is ROTC. In other settlements I'm using Tharatan, Carinth01 and ROTC plans with no problems; they upgrade fine.
Losing my mind with this. lol. As a last ditch effort, is there a way to console-cheat a city plan up to level 1?
 
I have a similar problem. All my plans are ROTC.

Before the problem started, Sanctuary and Abernathy Farm reached level 3.
Outpost Zimonja and Tenpines got to level 2. They are stuck.
Oberland Station is stuck on 0.
Starlight Drive-In is stuck at 1.

Everything else about the mod is working fine:
-Finished Chapter 1.
-SS2 unique settlers are arriving and giving quests.
-Katherine Drake keeps sending me out for scrap.
-Individual plots keep upgrading. They look great. No issues.

Tenpines is the most suspect (based on what I remember from SS1) as it won't go from 0 to 1 even though:
-Food, water, defense, are all maxed.
-Happiness is above 95%
-Most of the plots are level 3, some are still level 2
-It has been weeks, in-game
-Not sure if it matters, but all above settlements are connected via SS2 caravans.
-I let the game sit for almost 90 minutes with my character standing in Tenpines after sleeping.
-I'm only running SS2 and it's requirements. No other mods.

Did I "break" ROTC by having too many settlements at once? Is it epic script lag? Is there a way to check and see if they "should" be upgrading?

Appreciate any help.
 
There is a setting in the holotape/MCM for something like "Allow Leveled City Plans", is that set to On?
 
Thanks for the idea. I checked and Allow Leveled City Plans is set to ON.

I checked Involvement and it was set to Low, so the Food/Water/Defense bars I mentioned above shouldn't be part of the problem.
I am wondering about Virtual Junk. Does it take a certain amount to upgrade city plans? I'm playing on the setting with 4 types. Wondering if the plots keep raiding the virtual junk before building up enough for the city plans to upgrade? (Not even sure that is a mechanic, but the plots keep flawlessly upgrading.)

But StephenFlagg mentioned having Involvement set to None, so that would mean we have different root causes.
 
As I understand it, yes, upgrading the City itself does cost some Junk. No idea how much (or how that is worked out if its dynamic) though. There used to be a HUD element to tell you the percentage of progress to upgrade, below the meters on the left...

So when making City Plans I have learned that yeas it does take junk and resources to level a plan. Each level has an amount that is needed based on how much stuff it needs to build, plots decorations, etc. Make sure your resource meter is full or close to it in each settlement and the network and you will have no problem. I have a City Plan I am making that to get to L3 you will need 40,000 resources in you network or local for it to level to 3. About 20,000 for 2 and 10,000ish for 1. Sounds like a lot but its not.

I checked my settlements and below are the stats for a couple. (Thanks SS2 team for the great report feature). For each I listed total vs. capacity and a breakdown.

Oberland (Stuck at 0)
Overall: 5k/5k
Building: 2,080
Organic: 150
Parts: 2,442
Special: 269
(As an experiment, I built an extra storage and filled it. Prior to this mysterious "freeze" on all city plan upgrades, I didn't build any extra storage.)
Almost all of the plots are level 3 (some still 2)

Tenpines (Stuck at 2):
Overall: 16k/16k
Building: 118
Organic: 827
Parts: 13,920
Special: 1,916
Almost all of the plots are level 3 (some still 2, Advanced farm at 1)

Both are connected to the caravan network which has:
Overall 92k/92k
Building: 22,602
Organic: 5,729
Parts: 46,768
Special: 17,590

Up to this point where all the City Plans got stuck, they upgraded over time just like SS1 ROTC. And everything else I can think of is still working: Plots upgrade, special settlers visit and give me missions.

As an experiment I turned the Difficulty down to just total scrap instead of the 4 categories. The City Plans still wouldn't upgrade after about a week in-game.

The only Mods I'm running are SS2 and its requirements. Anything else I'm missing or ideas gameplay-wise? Is this a bug with ROTC?

Yes, there is a console command:

cqf ss2_CityPlanManager TestCityUpgrade

That should kick the plan up to the next level.

Out of curiosity, does that console command:
A) Force the City Plan to level-up -OR-
:cool: Force a check for requirements and trigger a level-up if the requirements are met?

I'm still curious if I was missing a requirement in the game or if the mod was somehow stuck.
 
That console command should force the city plan to the next level.
 
Sorry for the necroposting, but I tried this cheat to force the upgrade of my Castle settlements, at level 2 for several months in game, and it didn't works.
I tried it clicking on workshop, on the ss2 desk and without clicking anything, do I wrong something?

it's a console command.
Use the tilde key ~ to open the console chat line
then type or copy/paste: cqf ss2_CityPlanManager TestCityUpgrade
then use the tilde key ~ to close the chat line
It's recommended to hang about in the settlement until the upgrade is completed.

Thanks, the only difference I did it was to write "SS2" instead "ss2".

I seen this thing now, in Red Rocket lv 1 it worked but in Castle lv 2 no. I tried to rest there for 24 hours, but nothing upgrade. I don't understand.

Install the contest helper. You can use its tool to analyze how much scrap your going to need for leveling up. It also can advance your buildings up levels. There is also a guide on the wiki to the contest that lists the level up city command. Dont forget it also costs caps to level a city up.

Which City Plans are you using? The ROTC ones?
Can you post screenshots in Workshop mode of the settlements that aren't upgrading?

For Red Rocket I use Nigaud's plan, for the Castle I use Tarkh23's plan.

According to your screenshot, the City Plan is waiting for Happiness to increase to 90, and is currently 88.

I thought the cheat was forcing the upgrade, but it just skips the wait time limit. Good to know it, thank you very much!
It doesn't just skip the wait time limit, it upgrades the city plan to the next level.
