city plan upgrade available but not updating

So I have a city that is upgrade ready but not upgrading. How can I tell what I need for it to upgrade?

The virtual caravan has plenty of building material.

The ones counting number of homes/jobs/hobbies do not, but Happiness does have to be 70+ for level 2 and 80+ for level 3.
Ahhhhh .... got it. Now, another question. When I look at the desk it says upgrade available. Since that one is for a settlement without a city plan, I am assuming it means that plots can be upgraded?

The HOLO HUD should show a sad face for any plots that "arent happy enough", though...

Im not sure about the desk thing tho. That shouldnt even be checking that if there is no plan to be checking.

Yeah, that confuses me too. There is no city plan and yet there is a Upgrade Available when I look at the city plan
 
We need to be able to generate reports reports. I have a settlement where all the bars are maxed out or close to it, maxed out on food, water, and scrap plus there is room to build but again, I just keep getting the message that upgrade is available but resources not available and no way to tell what that plot needs! Is there any kind of spreadsheet or something because this is frustrating as hell and I can't anything with my settlements.
 
I would really love to see some documentation on how the city plans work in the wiki. I remember mention of improving the wiki several update videos ago but haven't seen much progress. Getting the city plans all the way upgraded is one of the most challenging and enjoyable experiences in the game, and right now a lot of users are essentially guessing at how it's supposed to work.

Yeah and guessing takes a lot more time then is reasonable.

I have Respect Build Limit set to off. Wouldn't that mean that it will adjust build limit as needed?
 
I'm beginning to wonder if something is broken. I have two settlements that do not have city plans but do have leaders and when I look at the city plan in the desk, it says an upgrade is available. Which really shouldn't be there.

I agree. It would be fine if there was some level of challenge to it. I enjoy the way they give you new plots over time by sending unique settlers to you and having you complete missions.

But with the city plans there are just too many variables for you to figure it out on your own. If I could pick one thing that had a tutorial mission, it would be city plan upgrades. Another option would be to create HUD elements similar to what they had in SS1. At least then I could see if what I was doing was making a difference.
