Unable to Produce Food

On my current save, I built my initial settlement at Red Rocket. Things were going well initially, until I left to do a few missions, and returned after several hours of gameplay to find that my settlement's food production was at zero, though strangely still green. In build mode, the plots said they didn't have enough water, so I built more wells. For a moment, food production shot up to where it should be, then it went back to zero again. Tried various things, and eventually determined that all of my farms are registering an unpaid 2-cap upkeep cost. My settlement has over 600 caps, and I have about that on my person, but all the plots say that there's insufficient resources to pay. Tried turning off operating costs, but no dice there. Not even if I remove the farms and place them down again.
 
As far as it's "worked" for me, if Maintenance Costs was ever turned on on that savegame, it's on forever. Even if you turn it back off in the settings. That was on my list of "bugs nobody believes me about so maybe its just me" for a while though.

You might want to double check that the setting "Auto pay Operating Costs" is on. (only thing I can think of...)

If it makes you feel any better, Framework's Door Control setting just decided to up and not work for me on this playthrough, and I've had cases where the bed-under-roof mechanic has been active (and broken as usual) despite me having it off by default.
 
While I can't say that this is the cause, I was able to determine that by turning off Agricultural Water Requirements and then remaking all of my farms, they started producing food again. Still doesn't explain the unpayable caps, but it at least got everything working. Apparently, that setting was preventing the game from properly detecting my wells somehow?

Also, I've found that socking Lilly in the jaw every time she complains is very therapeutic.

Make her share a plot with Sneake! That might shut her up... :rofl

I have noticed that many times upon returning to a settlement, my vanilla water purifiers (the big one) are unpowered. Then you get to wait for the update script to run...
