SOLVED Dylann is a No-Show in Concord

I did not start from fresh save and installed Ch.2 at around Lv. 50.

The Concord Settlers put up walls everywhere and Dylann never appeared outside Fallons.

Dyllan and Carnal cannot be found wandering Concord and do not show up at Church.

Hoping I can get this quest going without starting all over again because I really want to earn the garments and outfits.

Also throughout Concord the doors are turned 90 degrees :/

I talked to the pastor, traveled away and back after a few days in-game. Talked to Dylan and completed the quest.
