Sim Settlements 2 settler recruitment

I am currently getitng deeper into my 2. SS2 playthorugh and i am starting to wondering if I have a bug with my settler recruitment.

When I place a vanilla recruitment beacon i get the initial settler spawn right away, as intended by workshop framework. One difference I noticed since I installed SS2 is that i dont get 2-3 settlers, but mostly 1 instead. Is this intended?

In general vanilla recruitment beacons spawns settlers really slow, it feels like half of what vanilla is.



The SS2 communications municiple plot seems to recruit much faster. I am getting 1 to 2 unique settlers per in game week. The thing is, i am not getting a single regular settler in settlemetns with comms plot, zero. Is this intended?



And the last thing i noticed is that some of the unique settlers are not able to properly handle commercial plots. For example Carl Meade (the ghoul pacification guy) requeries you to asign him to a clinic plot as port of the quest, but once its operational he does not offer any medical services, instead dialouge imideatly opens the barter window. The inventory is only his stuff but no medical vendor items.

This problem with this specific NPC presisted across both of my playthroughs and wasnt solved after a bunch of testing with reasignement.
