Apologies for bringing this back up, but I am having the same problem and don't really understand what you've said here. I'm still kind of all up-in-the-air over all of this.
Hi!
Go to:
Inventory -> Misc -> City Manager 2078 holotape -> Options -> Gameplay -> HQ -> [Commands Use Task List] -> OFF

For some reason this fixes it, sorry for the late response, hope it helps!

It actually ended up solving itself. I went off and did other quests for a couple of (real) days, and when I tried again, it worked. I wonder if it may have been too many tasks built up? I was going a bit mad at that point with queuing everything up. :D

So how did I fix the military strategy section not even appearing because that’s my problem and my city manager tape is gone too

If you lose or sell it, you can also craft a new one at your City Planner's Desk. You can also adjust these settings from the terminal on the City Planner's Desk, or on the pause menu, if you have Mod Configuration Menu.

You may want to check out this page on the Wiki.

Thank you. Do you know how to fix the military strategy page not showing up or how to fix the internal affairs mission? I fear that bug fixing is not a huge priority

Your current objective is to start a project from military department, correct? Nothing else? And there's no military menu to be found?
This sounds like something that reloading the game could resolve, though you probably already tried that.

All I have to do is start up the military. The military section is there but only the option to restaff and plan assaults. Also, Salvador is ignoring. Unfortunately I have tried reloading the game. It was inevitable that it would break since the game reminds me that workshop was having issues. Every mission in chapter 3 has broken in some way. I don’t want it start new save because I have other mods and I’ve put a lot of work into my settlements. Might just have to give up on Chapter 3 but unfortunately my settlements have been taken over by the gunners. So I don’t know if I can reclaim them yet.

P.S. Aiden won’t stop following me
