In my current game, I got rid of some of the Sanctuary buildings, and built a level floor that is slightly above the steet ground level....but then gets a ways above as you get closer to the river. I added some SS residentials at the river end of the floor. They got built, but when I try to send a settler there, he does not want to go into his home correctly. Instead, he would just stand next to it, and then I finally struggled and got him inside, but he does not do anything. Is this because I have it built on a level that is above the ground? Also...I think he was called by the radio tower I built. Or are the settlers supposed to come naturally with this mod when you build a new shack?
 
Definitely sounds like a pathing issue if they won't go in on their own. Just building more stairs and such should help.

As for the using stuff inside, the AI package for Settlers that Bethesda gave us is not great. They will essentially only use stuff in the settlement, that aren't their jobs, from about 8PM - midnight, and if you have a bar or other happiness object, they will often ONLY use those objects.

At the moment, Sim Settlements doesn't summon any extra settlers, they all have to come from the game normally. So through the beacon, or sending them to your settlement in some other way.
