Solved no new recruits

Damd lazy Jammer will not get me any new recruits. I have filled the supply bars with +34 caps, +32 food and +4 on equipment. I got beds for 23 people and only 7 living there. Plenty of water and enough defence to scare a deat claw. Took me a while to get enough food from my vassal but it shoud be all good now, 2 of my residential plots even upgraded. In my frustration i added a recruitment center to see if it woud speed things up, but afther more than a week ingame I still dont have any fresh cannon fodder... Am I missing somthing or does Jammer not want me to grow any bigger and stronger? I swear, if he is planing to backstab me with another gang im going to put a lot of bullets trough his head!

If I was testing this for science, the first thing I'd do is add an industrial plot some where to test if bringing your equipment score closer in line to the other two changes anything.

My hunch is that recruitment starts (is only possible) after you fill the needs bar for your current population, but that new recruits eat into/require a certain amount of your W/R/E surplus, i.e. the + numbers. So whenever a new recruit does show up, whatever your prior excess was will go down. It's an endless cycle: more W/R/E, more Recruits, need more W/R/E.

How much surplus wages/rations/equipment does or will each new recruit actually need/use up? My guess, and it's only a guess, is each new recruit needs 10 Equipment. You've got only 4 available.

So when you are able to recruit (current needs met) and the recruitment radio says a possible 5 recruits tomorrow, actually getting any recruits and exactly how many hinges on if you have enough surplus W/R/E production to cover their needs. Pre-paid recruits.

If you are not producing the minimum amount any one recruit will actually use up, then no recruit will show.

Uncharted territory. So like i said this only a guess. And will require the tests. For science.
 
That might be it, but i realy hope not.... I dont have anyone to put to work in a factory!
Also, i forgot to mention that i got $1460 on the recruitment resorce that you get from donating to Jammer.
 
As per today's new patch notes:

"Recruitment of one new soldier can now occur if WRE meters are exactly full (without a surplus +X number after them).
  • Previously, the code was checking for a surplus of Wages, Rations, and Equipment before allowing recruitment, this was confusing in the interface.

I kinda cheat the system and turn off warrior needs for my first Outpost and 2 vassals, then I turn warrior needs back on. Without turning it off, it's like I need to attack only level 3 settlements, and I never have any settlements that high when I first start.
