Question New comer, please help!

Hiya! So I just started using SS and I’m having some trouble. I was trying to use it and codsworth was bugging out so I couldn’t get access to sanctuary. And then I finally got through that and Preston wouldn’t talk to me after I brought them back from concord. Most of the plots that I just place, besides a couple, are getting stuck in the construction phase. The plaque on the stuck ones just say (Design:) and all the Addons don’t always show up on the choose building plan menu. I’ve started a new game six different times. The last time I deleted my data and reserved data started the game up without any mods downloaded and went through the missions. then I downloaded the mods I’m using a couple at a time, going into the game letting things load a few minutes then repeating the process. I'm using a few adding and a cheat mod. I’ll have them listed below. I’m on Xbox 1. Someone please help. I find SS intriguing and wanna continue to use it but I can’t get it to work.

Mods:
Cheat terminal(Xbox One)
Sim settlements 3in1
Wasteland venturers 1&2
home improvement
RS buildings
Mega pack year 3
Ideks logistics station
 
Ok, its just there can be issues if you did that and leave the vault too soon.

Next basic question, is your mod the latest version etc. (And WSFW and if you use it WS+)
 
Ok so I’m very very new to mods in general, so how do I tell what the version of my downloads are? What is WSFW and WS+? I’m sorry for all the questions. I just really wanna do this but I sick at figuring things out on my own.

It may just be script lag you are encountering. It might be worth going to the museum of freedom (as its an internal cell), and wait there for a while and see if the messages pop up about this plot being built, or that thing being finished. It is best to stand around in real world time for this. Dont sleep, just go there and maybe have you lunch in real life or something and then go back to your settlement and see if progress has been made.

Last point, did you start a new game, or have you removed any mods during your current game?

I’ve restarted the game server all times and given several hours for things to try and build. Last game I didn’t uninstall or install anything, and it didn’t work. That was after I went through the intro first and then I did the first two quests and saved and then installed the mods again slowly. But before it wasn’t working either because of Preston and codsworth bugging out. So I tried playing through those quests and then install the mods. And even before that the plots were still not building.

Sorry, I must have mis read the above.
 
I don't know anything about consoles but it should be stated that the mods work on that platform.
So, with that said, here is what I would do;
1. delete everything. all your mods, save games, everything. you should be left with just the game itself. make sure if you have any that you delete all the creation club mods as well. you want a completely clean start here.
2. start the game - make sure it works - if it doesn't, do whatever you need to do on xbox to get the game working out of the box.

once you have a game that works you're in a good space.

3. download and install simsettlements, conqueror, workshop framework (if its available on xbox) & workshop plus (if its available on xbox)

4. start the game - the conqueror options will kick in when you have defined your character.
5. complete the initial quests and get to the vault.
6. complete the vault quests and stop. don't leave the vault. sit in a chair and wait until conqueror tells you it's complete.
7. save the game and exit while still in the vault. this gives you a hard save point.
8. reload the game.
9. leave the vault and head to sanctuary.
10. do the sanctuary quests with codsworth. when he tells you to head to concorde, save the game and exit.

at this point you can put some/all of your mods back - don't do it all at once. install a mod, restart the game, make sure it works - repeat. it's tiresome but it is what it is.

11. once you've installed your mods go off and try to play the game. if you get problems you can go back to your vault save or the save before you went to concorde and start again from those points.

that's about as much as i can think of - i don't have a console so i dont know how hard this will be for you to accomplish.
