Multi-person residential plot issues

Some of my level 3 (4 persons) multi-person residential plots will not fill up with settlers. Their resource usage is that of 2 or 3 settlers and when I go to assign "homeless" settlers, I get the dialog window stating the plot is full.

I have 20 settlers in Sanctuary and 6 level 3 multi person homes (capacity 24), yet I still have "homeless" settlers.

Any ideas?

Good suggestion, but I’ve no other beds in the settlement, just the residential plots.

A potentially theory is the plots with bunk beds aren’t being correctly assigned (classed as one bed, not two) but I’ve not tested it out yet.

Well the Holo Icon will show 1/2 and 2/2 etc. That should help narrow down the plot with the bed issue.
Then if you figure out which has the issue all you do then is notify the mod is came from, or try to message the plot designer.
We went through similar issues with some of the Conqueror plots messing with bed counts.
