Question Is there any way to merge the city plans?

I really want a large list of options for city plans, but I really don't like the idea of having like 50+ esl files hogging up the list. So, if there is any way to merge them all, or at least ones from each pack, then that would be great. Sorry if this isn't the right place to ask.

Those esl city plans are the complex versions. Having them all built will strain even the best of machines.
The lower impact versions of those plans are included in the 3in1, or RotC if you have the expansions installed separately.
The contest city plan packs are a single esp.

Hmm, well is there anywhere where I might look at them all so that I can decide which ones I really want and what ones I'm okay with missing out on? Preferably the third level of them.

Style-wise the complex plans are all very similar to the default plans, you might not be able to tell the difference from a screenshot or two. On youtube you find videos which present complex plans - videos before August 2018 are all with complex plans since they used to be the default and only plans, probably all videos from 2018 use complex plans. Check those out and often you might still have trouble spotting the differences.

I'm 95% certain I included a tutorial for merging City Plans in the City Planner's Toolkit on Nexus. It's probably in the Manipulating City Plans pdf.
