Oh, some folks may call it a bug so I'll post it. Note: Fly in workshop mode was off.

Started a new game. Picked up dogmeat and killed the rats at the Red-Rocket. Adjusted WP to test out the new freeze time. :) pictures are self-explanatory.

On a side note "I absolutely loved this Gravity glitch" I could bump them suckers and they would go twirling through space like George Clooney burning up in low earth orbit. I vote don't fix it :) but figured I might as well post it.

I actually had a lot of fun with this glitch. So much so I finally made my first in-game video.
The thing here is you get the pop-up when you leave the settlement boundaries but you don't get dropped out of workshop mode anymore. Still, not something I'll be complaining about.

Grab Bullet Time and you can do that all the time with a LOT of stuff. Fun way to get rid of dead bodies.
BTW, that's not a bug. ;)

haha, so it is a game function when one slows time?

Like I said, I liked it. It was hilarious! Honestly, I am glad it isn't a bug as I would have been sad to see it fixed...

Your right! It makes it super easy and fun to move all the heavy rats out of the way. I always start my characters off with too low of most other stats as I stack intelligence.

I can't lift a bloat fly! :) but don't much want too....

I had some similar fun with Old Longfellow, who wears a long coat that has some physics included to move about based on "outside forces". Well, freezing time and running past him several times made his poor coat go crazy and stick that way until unfreezed! Much humor ensued.
 
As woodfuzzy said, not a bug - just a quirk with the game engine. Essentially, animations are locked down, but the physics engine is not (we have virtually no access to physics with Papyrus).
