City Plans not placing ASAMs

I made sure I had a leader and all the required ASAMs. I've also already finished the city plan quest.

All it does is scrap everything in the settlement

I've already tried to make workshop framework load last via using groups to group all sim settlement 2 mods in loot (Yes, I did make sure these addons were made for sim settlements 2)

I tried this with both bunker hill and starlight drive through

Hi there,
You've provided actually just your mod list, not your load order.

If you are using Vortex as a Mod Manager, you'll need to make use of "rules" to get the load order right - not "groups"
Like "load Hub Framework before Workshop Framework, then load SS2 after Workshop Framework. Nexus has a guide page on creating rules that you can reference.
Known Issues - See if any of the mods you have are known to cause problems.

Changing mods or the load order of mods and continuing on with the same game file is not a good thing.
Once you get the load order right, and weed out any mods that can cause issues, you should start a new game.

Looks like you've got lots of City Plans from our very creative builders, many of them are favs of mine.
 
I made those mods load in the correct order using rules but it still doesn't work, It might be because of one of the DLC-sized mods.

If this mod does not say its compatible with Workshop Framework it will most likely cause problems with settlements. Playing SS2, you will not want vanilla supply lines anyway. Generally, any mod that modifies the workshop system and does not explicitly state it is WSFW compatible could cause issues with settlements and/or SS2.

The "Thuggy" mods are suspected of causing issues with the SS2 quest line.

Weapon/Armor mods should not cause this issue. You most likely get to have fun like the rest of us, going through and disabling mods trying to find which one is causing issues.

If you do find out what mod is causing this, please report back. It can be added to the SS2 wiki.

Welcome to those of us having issues with ss2. You will find MANY threads throughout this forum about it. I've created one myself. No solutions so far.

And we have no idea what is causing this either. If I am unable to reproduce this issue, I can't tell the SS2 team what's broke. I'm still leaning towards a mod conflict as this issue does not affect all users.

But some have tried without any mods, except that was required for ss2 and still cannot build. We seriously need something to monitor the script and find out where it's stopping at. I wish I still knew some coding, but it's been well over 20 years now.
 
Why don't we start with basic troubleshooting?
  1. Verify your load order.
    1. Vanilla and DLC
    2. CCC if used
    3. Unofficial FO4 Patch if used
    4. other esms
    5. HUD Framework (unless on xBox as this is an esp and will load after esms)
    6. Workshop Framework
    7. Sim Settlements 2
    8. All Other Mods
  2. Verify you have the latest WSFW and SS2 installed.
  3. Check your Steam\Steamapps\Common\Fallout 4\Data for loose files.
    • (The mod author should have packed these into a ba2 archive, but there are some mods that still use loose files.)
    • Check the following folders. They should be empty.
    • materials
    • meshes
    • scripts
      • Note: there should be a source folder, do not delete it.
      • If you have F4SE installed, there should be some loose files. You can delete these files and re-install F4SE to make sure only the intended files are installed.
      • Workshop Framework installs a few workshop scripts. If you deleted the loose files in the previous step, you will also need to re-install WSFW.
    • textures
    • If you use Vortex, you should get a notification if you deleted any files that were intended to be installed.
    • If you use MO2, there should not be any loose files at all as it uses virtual directories.
    • If you use neither Vortex nor MO2, you may want to re-install all your mods to make sure.
  4. Try re-installing WSFW. There might be missing or corrupted data. If any mod overwrites the required workshop scripts, many SS2 and WSFW functions will not work correctly.
  5. The Nuclear Option: Delete and re-install Fallout 4, your mod manager and all your mods.
    • You may want to save a copy of your mod list and load order for the re-installation part.
    • Backup your mod archives or re-download them later.
    • Un-Install your mod manager, deleting any files it left behind. (Check the install path)
    • Look in C:\Users\(YourUserName)\AppData\Roaming for anything FO4 related and delete it.
    • In Steam\Steamapps\Common\Fallout 4 You may want to backup Fallout4.ini, Fallout4Custom.ini and Fallout4Prefs.ini files, otherwise delete all files and folders except data
    • In Steam\Steamapps\Common\Fallout 4\Data delete everything except Fallout4.esm and any "DLC.ems files and folders. (Save download time)
    • In Steam, verify the Fallout 4 installation. This will replace all deleted files and verify the esms we left behind.
    • If you backed up your ini files, make sure to run Fallout 4 once before copying the ini files back to Steam\Steamapps\Common\Fallout 4.
    • Re-install your mod manager.
      • Install HUD Framework
      • Install WSFW
      • Install SS2
      • Make sure these mods are enabled and load in this order.
      • Start a new game.
    • I bet virtual money the city plans build for you now!

We do have a troubleshooting page up Troubleshooting Guide which I see now, isn't completely filled in. :blush ....
But yes, I think it'd definitely be useful. I'll have a think about how to post it, but it will take some time for me to get to it - off to work now.

The "Thuggy" mods are suspected of causing issues with the SS2 quest line.
I was able to get all the way to Chapter 2's HQ quests with all of his mods, and also Fusion City Rising installed, and even active and in play, and I had no problems with the quest mods that are not entirely explained by bugs in SS2 that existed on the version I had at the time. However there is some storyline incompatibility with Depravity specifically.
In Depravity, you can take down Diamond City's mayor, shortly after/because of this, the gunners attack Diamond City. After the raid, the city wants you to retaliate... by blowing up GNN. Thuggy did make it so you can get back into GNN after destroying the building via a hidden door just in case you had to for some reason, but story line wise it's a smoking ruin (the interior cell is not affected, but the exterior one is radically altered like when the institute explodes.) Now that's not an event you're garenteed to get with Thuggy's story overhaul, but it's one of the possible events. It's simple enough to just NOT explode it and be like "I don't need to blow it up, it's mine now." but if you do that you'll never get to finish Depravity specifically. Which doesn't matter, as you can do all of Thuggy's end scenarios without needing to finish it. Also if someone here asked nicely he'd probably quickly code a patch where you can just tell DC "I'll handle it" and have that flag the quest as done so you can take it via SS2. He has done that for a few other quest mods.
