I just made this post in another thread, but it really felt like a bit of a departure from the thread topic. So, I kept thinking about it, and fleshing it out more. I think what I have now is pretty close to a complete idea.

What I propose is a new plot type; Caravan

These plots would be somewhat symbiotic with existing commercial plots. They could be required for upgrades, or make upgrades come faster. Basically, if you build a supply line, businesses prosper. Each type of caravan would specialize in different resources. They wouldn't directly sell things, since they supply your shops, but would provide the settlement with some miscellaneous junk that they (presumably) received in trade as well as caps (if taxed), plus other specific benefits. Like so...

Weapons Caravan; Produces a bit of extra defence.
Clothing Caravan; Produces small amounts of both defence and happiness. (Also covers armour stores.)
Food Caravan; Uses a small amount of food, but eventually gives back more than it takes, plus some happiness.
Water Caravan; Consumes water, but does not produce more. Not needed for any specific shops, but has a higher return of resources than most.
Medical Caravan; Provides extra happiness, and additional caps without needing to be taxed (to represent generous donations from people helped).
Chem Caravan; Provides the biggest boost to happiness, but lowers defence.
Trade Caravan; Needed for general stores. Produces small amounts of happiness, and extra random resources of any kind.
Junk Caravan; Provides nothing special, but the greatest amounts of raw resources and junk items. (Could be tied to Salvage Beacons).

In addition to these, there would be the special type that got me to think of this in the first place.

Transport Caravan; This one would serve a special purpose. Unlike the others, that are passive resource generators, it exists for player use. It might still give a small amount of junk, but it's main purpose is to carry things and people between settlements. For the "things" portion, there would be an inventory shared between every Transport Caravan location. This is a public mail service that allows you to move things from one settlement to the next with relative ease, probably accessed freely from a container.

The second service would be a survival-friendly paid fast travel to any claimed settlement (possibly other locations as well). These would start out with a delay, or chance of taking damage and/or rads in transit, to represent travel being dangerous. Eventually, you would get a quest to retrieve a software package from the Lexington Bus Station to make things a little safer, and finally a "puzzle quest" to upgrade the system to having working armoured buses, which eliminates the risk factor altogether.
