    So what you're suggesting is something like a Super Mutant faction that exterminates civilians instead of capturing them. Although this is great, I personally like to have people in the settlement I take over, no people means no production, though I guess it could always be used as an outpost.

    I agree. As someone who plays with the Minutemen, I often build up a settlement before vassalizing it. But then I have to go an shoot up everything to get it into the MM. This would also be a nice feature for settlements that are bugged with this mod, like Vault 88.
