Suggestion Infiltrator factions

I have an idea for a new type of faction that would fit in well with the Railroad and the Institute.

Infiltrators will:
1) Work the same as liberators (civilians are non-hostile), except with weaker units
2) Use less resources, but also gain less resources, because they work in the shadows and therefore don't have much control over their vassals
3) Have a new role: Infiltrator, which acts as a guard that can be assigned to settlements that you don't control!
4) When attacking, all infiltrators assigned to the target settlement will become hostile towards that settlement, and for each infiltrator assigned, a random turret will self destruct or even join your side
5) Outposts are less likely to be attacked, because their location is a ~secret~
6) Vassals are harder to maintain control of, because your control over them is also ~secret~

The idea behind this is that your faction is secretive, and works behind the scenes. You will focus more on sabotage and weakening a settlement before attacking than actually attacking the settlement. What you lack in firepower will not matter, because you will simply reduce your enemy's firepower to match.
