Closed XBOX Recruitment beacon error

Since I installed Sim Settlements and ROTC I have noticed that recruitment beacons are acting up.

Any quest that requires a beacon to be built cannot be completed without building the beacon, applying power, saving, loading the save, turning off power, and turning back on power(and sometimes toggling the beacon on and off a few times)

Also, unsure if this is related... beacons in towns built by city plans do not appear to be powered by the animation(no light on), though I am getting the radio signal and periodic settlers.
 
The minutemen radiant quests has a bug in then. Kinggath made a fix, but it didn't help everyone, so there's now a 'safety valve' that triggers the fix up on load. Thus it's the loading of a save that advances your quests after you've built and powered the beacon. Not the on-off switching.

The recruitment has been taken over by Sim Settlements. There's a setting in the holotape menus that regulates how many unemployed settlers a settlement can have before the beacon shuts off. The default number is two. Thus, if you have three or more unemployed settlers, the beacon will be automatically shut off. When the settlers get assigned to jobs, the beacon will activate again.
 
Except loading the game(while required) doesn't advance it. I have to cycle power once and then cycle the beacon on and off for the beacon quest to complete.

Saving/loading IS required. I'm just saying that it's requiring more than just that for me. Do I know what to do to make it work? Sure. I can make it work and get it going just fine. But I'm certain that wasn't intended.

I've tested this with JUST sim settlements and ROTC loaded and an otherwise vanilla playthrew.

As well, while I completely believe the radiant quests had a bug in them they worked fine before with the exception of them trying to still give me too many of them.
 
This one is very much a ss bug blocking the default completion state. the workaround activates some fail safe code at game load to check for and complete the quest until a more elegant fix can be accomplished.
