As per the topic, I have to the conclusion that, until we get city plans that go beyond level 1, it's better to build settlements yourself rather than use the city plans. Here's my reasoning
Settler priorities.
I have set up settlements using the city plans, changing the municipal plot plans for both power and water, or building said plots and changing the building plan accordingly. Yet the settlers are more interested in building stores which the settlement can't support due to low population. I then end up with low food/power/water/defense and I have to run around to each settlement anyway micromanaging until those problems are fixed. I get commerce is important, but without food, they starve. Without water, they'll die from dehydration. Without power..well they can't run anything. And without defense, they're vulnerable to attack. Please don't get me wrong, I love this mod. I've used SS1 extensively in the past. But the settlers in SS! seemed to have better priorities. They knew water, power, food and defense were more important than setting up stores. I'm probably trying to do too much at once. I guess it's not a major thing and I'm probably nitpicking. Just an observation I've made that the settler priorites seem to be a bit odd.
