I choose Hubert as the leader and sent him to the red rocket truck stop whenever I try to talk to him or the other candidates they just ask me if I chose a candidate yet.
 
Oh nice, in my confusion and rage I must have dropped them off at my other settlement. so if I put down a planner's desk and get the plan going would that basically be the same result as the quest would normally go?

Yes. The quest was updated so it no longer requires using a city plan though.
 
This quest is driving me nuts. In earlier versions of SS2 it did at least advance to the stage of the group actually starting to build, but nothing got constructed. Now, after sending them to Hangman's, it doesn't advance at all. The quest marker points at the workshop, but nothing happens. Adressing Stodge, whom I chose to be leaderm just results in "I wanna trade a few things". Using the town meeting gravel, while standing in front of the workshop, also doesn't resolve the issue. They gather for a moment and that's it, no quest advancement.

I'm on 1.03, released on dec 11. Workshop Framework is up to scratch also. So I can't progress the main quest to "Picking up the pieces".
 
To add my $.02 for KG et al, I have installed version 1.05, and I am experiencing this bug also, but with a slightly different "flavor". I am playing my third game, and:
Game 1 - sent Stodge et al to Taffington and the quest worked as intended.
Game 2 - sent Stodge to Sunshine and upon meeting him, he repeated the dialogue about picking him. The quest would not progress, so I built Sunshine.
Game 3 Attempt A - first, sent Stodge to Outpost Zimonja and upon meeting him, he repeated the dialogue about picking him. Placed a City Planners Desk, assigned Stodge, checked the Desk regarding building the city plan and there was insufficient resources. Next, placed a caravan plot, checked the map, and there was still insufficent resources.
Game 3 Attempt B - reloaded a save and sent Stodge et al to Taffington and the quest worked as intended

I have had them successfully build a city plan at Zimonja, Sunshine, Red Rocket and Taffington. There is a condition in the quest that the main actors (stodge/theresa, old paul and hubert) need to be with in a certain distance to the workbench for the build scene to fire. I have noticed that sometimes the brahimn and/or the robot gets in the way and causes the quest not to continue.
 
Thanks - second attempt worked at Zimonja. However, this time, I first cleared the raiders at Zimonja and then delayed the meeting by liberating Ten Pines.

Question: Have you assigned Stodge et al to a settlement that you have previously built-up? I assume SS2 will tear down everything that was built and rebuild according to the plan.
 
The quest will not advance until all 7 settlers have arrived. Stodge, Hubert, Old Paul, Lashes, Gibs, Theresa and Doc Shock all must be in the settlement to advance the quest. Sometimes Doc Shock takes a few days after the humans to arrive
 
For me at least when they all showed up the person i chose said some sort of speech about getting started and then it asked if i was okay with the settlement being cleared. When i said yes, it did a cutscene and allowed me to continue.
Mine did Kiiiiind of the same thing except the cutscene was me floating above the settlement with the main theme playing then it crashed upon restart all my settlers are asking if I chose a leader and give no dialog options?
 
First time trying this out, and it appears bugged. Could this be an XDI conflict with some dialog? Is anyone else who had this issue using XDI as well? I did apply the XDI/SS2 patch, for reference. Anyway. They're all in Zimonja, in range of the workshop, and no dialog. I think I may try exiting, disabling XDI and coming back in to see if that works. I picked Stodge, if it matters. I have not yet tried the setstage command.

Yeah, no dice. XDI didn't affect it. Logging out and in, nothing. Switching to another settlement and then coming back in, nothing. I used the setstage and it completed the quest. Dropped a table, set a plan, and they're off and running. I'll hang onto the save right before I did this in case I can assist in trouble shooting this.

Having the same problem as above: I sent them to Zimonja (everywhere else is either occupied already or too far away) and the only dialogue I get out of them is the "let's trade some things" dialoge.
 
And how do make this quest advance on Xbox? I picked Stoge and sent them to Sunshine Tidings (where I have a small settlement), and I get this well who did you pick? Things again and again. Built a desk. Assigned him to it — this stuff after the quest did not progress, and it still won’t.

Thanks for this. I reloaded a save from where the group is in the woods, and I haven’t talked to them yet or chosen a leader. I assume they will keep standing there… If I skip the quest at that point, what will happen to the characters? Will old Paul return to sanctuary?
Would it be better to skip it if I try the quest step and it fails? Will the cast of characters then become regular settlers wherever they were sent?
