The doctor in Sim Settlements is the same one from the vanilla shops you can craft - so if mentats aren't on the loot table for that doctor, they won't be for SS either.
Does anyone happen to know if those doctors sell Mentats?

i think the last teir ones do (for vanilla settlement shops, sense vault 88 came out as a fallout 4 DLC made by betheda)... but i dont think yours dose
