I have been tossing this around in my head for a few days... Here is my thought process on this...
For the most part, settlers really have no toilets that function. So building a working outhouse would definitely make me happy, were I in that situation.... but at the same time, I have been looking to add a non-Industrial revolution fertilizer producer that can be accessed from core SS. This can be a companion plot to my industrial revolution compost plot...... Does it sound odd that an outhouse would be considered an entertainment plot that produces a small amount of fertilizer? Or an outhouse would be an industrial plot that produces a small amount of happiness?

While it might feel strange at first that such plot would cause happiness, I believe that settlers would be notably unhappy without out them.

I had the following plan for Sim Settlements plots:
  • Toilets and sinks: Recreational plots. Ind/Com and farm versions.
  • Waste management: Industrial plot. "Handles" the waste and produces fertilizer products.
Could that setup work for your plans?
 
My Shit house and mini shit house plots are industrial and they produce fertilizer and radiative material ;)

I am planning to keep this plot simple... though I had considered an entire tree for waste management in the past...

At first level, the outhouse will essentially be a bucket and a compost box, and as it levels up it will eventually also have water and an actual working toilet. So it's dealing with waste at a basic level.... I would see the advanced industrial (waste management) dealing with what to do with it on a much larger scale... as well as garbage... That's a rabbit hole I don't have time to go down at the moment haha!

I assumed that otherwise the settlers will just go behind the nearest bush, so having actual toilets is more a convenience than anything else. The production of fertilizer could be a higher-level feature only. Making life easier is the primary function here, only later the mantainer tries to put the waste to some use.

If it's in an industrial plant, I think it should be primarily a sewage treatment facility of sorts, and any integrated toilets would only be an afterthought.

Logically, you should have both, a recreational bathroom and an industrial sewage facility.
For example: recreational starts off as a simple outhouse, and can only upgrade if you have the sewage building. At lvl 2 it then gains fertilizer production (implied that the industrial actually produces it, the recreational only delivers the "raw material"). At level 3, it could just gain more luxury, like showers and bathtubs, just to generate more happiness.
 
I am also planning to make this plot bonus up if you have my advanced industrial compost plot..... So I more so was looking at a different way to bring the compost and fertilizer production in my addon into core sim settlements and tie it into adv ind...

If it's possible for plots to influence each other (like producing more if a specific plot exists), then I'd say, yes, do it like that. Make the toilet purely recreational, with bonus fertilizer production if a compost plot exists.

I think this would be better than just blocking off a plot from upgrading. The bathroom mantainer still installs all the fancy things to make settlers happier, but without any treatment plant, he has no choice but to just dump the stuff into the nearest irradiated pond. The waste is going to waste, so to speak.

I like your ideas in tying it in with your compost plot. Makes sense. Of course if you get to running water and flushable toilets, you'd need a honey truck to empty the septic tank to get it to the compost plot :)

I vote for entertainment and small production. I think that the happiness value is more to do with clean sanitation which benefits all settler health. If it had a small septic tank, or piped into a sewerage farm that would also benefit health and the run off would not get into the local water supply's also benefiting health. And the processed material as fertiliser = more crops, Ergo more happiness.
 
Ooohh! Nice! I like the lifebuoy seat. Is that a bucket it's resting on or is it a raised seat over a hole? Is the cement block to make it into a squatty potty? ;)

If it's a bucket, are they just dumping into a tank that is just brought to the compost farm? Just wondering again.

yea the lower levels it's a bucket system... a compost box on site (to the right) has water and septic tank at 3rd level
 
I still want to spawn a "poop smith" visitor whenever we can hook the visitor code :) Or if the uniforms ever get full support... I know that's an old old todo on Kings list... hazmat suit or at least a surgical mask for the worker!
