I was speaking to glatton when he told me about a supermutant problem, I picked the sarcastic option then he told me he had the resources to take care of it, its been a few days and I have no options to continue the quest. Is this intentional?

If I remember correctly, the sarcastic response was to refuse to help, so you rejected the quest.
Reload a previous save if you want to do their quest line. To accept the quest, you have to "offer to help".

The sarcastic option was "I know where this is going" after he complained about some supermutants, i did not reject the quest, and even if there was an option that outright said "no, I dont want to do this quest", there should be an option to come back later to start the quest. and now im locked out of content for no good reason and the setstage command doesnt even work

I'll have a test through the quest again, to validate your issue. I haven't tested the quest since it was released. In the meantime, You could try talking to Lydia, see if she'll let you pick up the quest again.

Alright, thank you.
Ya, selecting that Sarcastic Dialogue option does not allow you to proceed with the quest.
The dialogue option to select to continue would be "Can I help?"
But you should be able to re-engage to take the quest, either by talking to Mr Glatton again, or talking to Lydia, so I've logged an issue for it. No ETA.
