The three main influences are:

1. Population. Commercial buildings need people to buy their goods.
2. Happiness. People need places to relax.
3. Time. Sufficient in game time needs to pass between each upgrade.

You would need a city plan, if you want a city to upgrade.
If you build without a plan, consider your city fully upgraded.

You need 1 bed or residential plot for each settler.

If you are building your own city, I recommend that you build the first 7 plots in this order:

1. Farm
2. Martial
   
3. Farm
4. Recreation
5. Industry
6. Industry
7. Commercial

This will give your city a good base to build on.

OR

Use a City Plan from Rise of The Commonwealth. They are all well designed.

Letters like [SS] ??
Those indicate which addon the plot comes from.
[SS] is Sim Settlements.
[IR] is Industrial Revolution.
Each addon has it's own code.
