Upcoming Hotfix

For some reason the caps don't appear in the workshop after tax days. I don't have the maintenance setting on, so it must be a bug. Can't collect my taxes.

If anyone is having issues with Codsworth not staying assigned to the desk and thus preventing the settlement from upgrading you can try the following (PC)

1. Open up the console
2. Click on Codsworth
3. Type in and execute the following commands:
addkeyword WorkshopAllowCommand
addkeyword WorkshopAllowMove
setpv bAllowMove true
setpv bCommandable true

After I did this I reassigned Codsworth to the desk. Slept for 24 hours and the city was able to upgrade. Could just be a huge coincidence but I'm happy :)

I will say that from reading some Steam forum threads it appears that this is a known issue with Codsworth in vanilla so it might not necessarily be a fault with Sim Settlements. Yeah, codsworth has huge issues. Having said that, the settings you are adding are what allow you to move Codsworth from one settlement to another and command him to move around, so in theory this shouldn't be the issue, but I've seen weirder bugs from Bethesda :shrug:

Having said that, it shouldn't hurt anything as those are things he should already have a workshop npc.
 
and cant add them to myself... i guess the point isnt the plans themselfs but learning them....

Have you changed leaders at the settlements where you haven't received any caps? I had an issue where something stopped when I swapped leaders through companion dialogue options rather than the desk.
 
I just wanted to confirm that everything is working fine since the hotfix for me. I recently started a new character and startet with codsworth as the leader for sanctuary. I took hell a lot of time for the foundation to be set up though. Round about 15 minutes... is that normal? But the debug message now confirms that everything is set up and scrapped and the city just recently upgraded to level one. Having zero issues so far. Thanks for the quick fix! I am really loving the mod, it just adds so much to a playtrouh. Even makes me consider choosing the boring minutemen as my faction for the first time ever! I just deactivated the visitor system, because it seemed quite a bit buggy when i tried it with my other character. Also one thing: the cinematic mode didn´t trigger when i build the level one foundation in sanctuary, everywhere else it triggered just fine. When upgrading to level 1 i suffered a masive performance hit trough it though (heavy stuttering, sound going wild and i even clipped trough the ground multiple times ), so i turned it off for now. Not really a problem for me as long as everything else works, but maybe something to look into.
I really recommend starting a new character with the mod, it just makes settlements grow organically while i quest around the commonwealth. Thats what the settlement system should have always been in my opinion.

@qzidikay Yeah I agree. The whole city system adds so much. When my first city upgraded last night I was shocked and just spent 10 minutes walking around Sanctuary. I added the mod to expand the boundaries of the settlements which makes the Red Rocket and Sanctuary settlements touch. Gonna try and make one massive settlement out of it.
 
Just to clarify, the bug only stops you from completing that one quest. It's still possible to use the mod and the rest of the features and simply wait to turn in that quest, yes? Or is it causing some other larger issue?
It is only any Taking Point quest, the most commonly first assigned being Starlight Drive-in. But since I have no previously saved games to load RotC into, it does mean that any settlement that is only attainable through the Minutemen is locked out while Sim Settlements is installed. But yes, both RotC and SS itself work as intended at, say, Sanctuary Hills and Red Rocket.

My point was more that this is the kind of thing that's fairly high on kinggaths list because it breaks a vanilla quest, so playing the other aspects for a few days while the fix is forthcoming isn't a terrible plan due to his overall development/turn around schedule

I experienced that a long time ago when I by mistake scrapped the doors down to the cellar. Never got it working without reverting back to a save I had from before retaking the castle. Sorry.

Before talking to Ronnie...
Use tcl to clip through the Armory door and see if the schematics are there. If they are NOT there you have the wrong version.
If they are there, then..
Scrap the wood blocking the dungeon exit (use disable if you can't scrap it) do the same to the entrance.
Facing the blocked Castle wall, from the inside, scrap a hole in the left side.
Now... every quest related to the Castle will work fine. You might still get settlers or enemies stuck in foundations or buildings, but.. at least you wont have to serenade a Super Mutant while standing on a Deathclaws tail to get a quest to finish.

I agree. Basically what I'm doing - discovering the settlements I can, and waiting to RotC each settlement in turn up once the bug gets sorted out. Thanks!
