Two Settlements mixed up

Difficult to give the Title, because I have not yet determined the scope and the cause concretely. Let me describe the circumstances that I am finding:

Oberland I have not yet provided with a City Plan. I have placed vanilla defenses so the settlement can defend itself.

At Warwick I have placed a City Plan. So far so good.

When I set a City Planers Desk at Oberland later in the game, I was not shown that I should assign a City Plan, but that the one from Warwick was active. So I replaced the City Plan. Then I went to Warwick and the City was gone. So I built a new City Planers Desk and it told me that the City Plan from OBerland was active.

In Workshop mode, the data in the top bar is also shown of the other settlement. Exception: The population size is displayed from the actual settlement.

also:
when i built a packed planers desk at oberland and placed it, it told me "Graygarden".
Placed a packed city planers desk on graygarden - everthing ok. got to choose a city plan and everything built up.

Not sure if this has to do with packed planners desk items, because placing such a desk in other settlements works fine.

I scrapped all and placed a city planers desk over workshop mode. but that doesn't change anything.
giving up ownership of the two settlemensts is buged to. i gave up ownership of oberland and it is shown on map correctly. but i cannot enter workshop mode in warwick. done it anyway for both workshops. but after taking back ownership nothing changes.

disabling workshop framework plugin, laoding up the save, saving on a separate file, enabling workshop framework and loading up anew will break city planers desk fonctionallity - and the situation stays the same.

terminating active scripts over resaver (fallrim tools) didn't do the trick either.

i found a save way back where it doesn't happen. but i'd loose 6-8 hours play time. and it is from january 2023. so it happen long ago and i cannot really tell from what. only notable thing is that i didn't go to nuka world yet. the save after that has the bug and i've done nuka world main quest. i got a mod there. but disabling the mod doesn't change anything.

a very peculiar issue. never came across such behavior.

has anybody an idea where this comes from?
i'm not even sure this is entirely tied to workshop framework...

Disabling Workshop Framework is never a good idea at any time when playing with Sim Settlements 2.
Hopefully you returned to a save before doing that. Sim Settlements 2 won't work properly without it.

I haven't used a packed City Planner's Desk in some time. Could be related.... Very peculiar behaviour indeed.
When placing a City Planner's Desk in a settlement, I will usually select the City Plan I want first, then assign a Mayor, and then tear it down. I'll try to replicate your issue when I'm testing.
