Stranger Does Not Spawn

So my understanding of the mod is you build a settlement recruitment beacon after clearing Concord and the Stranger Spawns and you can start the mod. Correct me if I'm wrong. I've done all of that and he still won't spawn. The videos on YouTube I've seen make it seem like he Spawns immediately. I've tried everything I can think of and it still won't work. I know other people are having the same problem. I don't think/know if I have any mods conflicting with it. Could just be a day one glitch, but if someone can help me out I'd appreciate it.

I think the latest update (f) notes say they addressed this. If not I previously had to uninstall any mods affecting the spawns of settlements. Mine was More Attackers Get Off My Buildzone and another I can't remember the name of.

Please confirm that you are on: SS2 1.0.0f or later and WSFW 2.0.5 or later
