SS Only Works ~ Halfway

Howdy, let's start off by saying this mod seems great, is the reason why I came back to Fallout 4, and that the newest NMM really sucks. I have tried many things, and have scoured across Nexus' and this site's bug reports trying to find a solution.
Here is what's goin' on:
I have manually installed all the files for SS and Industrial Revolution, (and re-installed them at least a dozen times now...) and I get basically two outcomes no matter what I do:
1. I can fully use the holotape, build the architect's t-square and such from the chemistry bench, but I cannot craft plots.
2. I can sorta craft plots (ag's are primarily invisible, and nothing actually gets built) but I can only build the immersion breaker breaker and nothing else at the chem bench, as well as the holotape failing to work properly. (It displays about 1/4 the options, but doesn't let me do anything, and whenever I back out, it tells me the pipboy cannot be found)

I have tried doing the "clean save" method, as well as combinations of rewriting files and .esps. Oddly enough, I can sometimes switch between outcomes one and two by making a "clean save", where I can make and use tools on what few plots I have tried to build, but nothing actually builds. I have also tried doing this on multiple new saves.
I also have SMM, I do not use Homemaker, OCDecorator, or Settlement Keywords.
I doubt Def_INV without a sorting mod would be causing the issue, and I am at my wits end.
 
I am using FCR, OAR, and Unlimited Companion Framework.
However, I haven't had the matched issues for those (that I can tell).

No, I did not. The first round went out, I was pretty disappointed with what was offered. I haven't really payed CC much thought.
 
There's scattered reports of even so much as looking at CC content in the in-game menus can scramble your load order.

What happens when you hit the load order with LOOT just prior to starting the game?

I never used the in game menu to look at them, just listened to a youtube guy.
As for Loot, I don't have access to it at the moment (away from pc) but having spent 14 hours yesterday trying to get things to work, I can remember a few things.
(Dunno if they help though)
It tells me that the metadata masterlist doesn't need any updating, I have no warnings or dirty mods, (indeed I cleaned some unrelated ones up in FO4Edit) and I remember it applying just fine.
Edit: Gotta go to University, won't be back for ~5-6 hours. Thank you all for your help!
 
Sorry about the delay, between work and classes I didn't get the chance to play till now.
Like the last several times, Loot didn't do anything to fix the issue.
Worth the shot though.
 
@chance10113 Can you try loading with just Sim Settlements on a new save? That should help a lot with the troubleshooting. If it does work, then it's just a mod conflict. If it still doesn't, it's almost certainly a loose script or a corrupt game file.

The former can be tested by temporarily renaming your scripts directory to scriptsbackup, and the latter can be repaired through Steam (though be sure to back up your mods and save files - I've heard Steam repair can be destructive sometimes).
 
I finally got to Concord, (that intro takes awhile!) and the stuff did not spawn.
I used a new save, where I had manually disabled every .esp and .esm except for sim settlements, hud framework, and my dlc's.
I also did the script rename thing, and that did not work.
So, what would you recommend I do?
Backup my mod content so that I don't have to manually reinstall all of them, then have Steam re validate my game files?
 
Well, I dunno what to say. I re-validated my game files, didn't work.
Uninstalled then reinstalled Fallout 4, didn't work.
Not doing a split install.
Already Looted.
Unless there is some magic bullet for this thing, I dunno what to do.

if you only have these 3 mods plus Sim Settlements I would seriously suggest disabling them on clean test save. install sim settlements with no mods; test then apply one of your preferred mods and test. repeat until the problem repeats itself. Dont forget to backup your main save; losing your progress isnt fun.
 
I tried with each mod, no dice.
I did however, learn it was a lot of fun to run a punch only (sometimes grenades) character though, so that was neat.
I have even tried with multiple different downloads, in case they were bad, but...
I am starting to wonder if maybe this pc is actively fighting me on this.
 
Are you using NMM (Nexus Mod Manager)? If so, is NMM installed on the same or different drive than Fallout 4?
 
Also could you copy a save game file and upload it somewhere? That way one of us can at least verify if it works for us or not.
 
Sorry for multiple posts, but have you verified the Realistic Build Times holotape option is set to off?
 
Multiple posts is fine, don't worry.
1. Verified the build time holotape is set to off, when I could actually access it.
2. Made sure that NMM only installs on one drive, and ended up installing it manually independent of NMM.
3.How does one copy and upload a save game?
