So, I have been racking my brain on how to solve this and looking up to see if someone has ran into the same issue with no luck.
First off this mod is fantastic.
Everything was working fine settlers coming in, I'm building Sanctuary up, and having fun. Then, suddenly my housing and job resource bars aren't reflecting what they were before.

There is an 8 minute play time difference between these saves. I am currently on the SS2 quest of going to the Super Mutants for more ASAMS. (Side note: I don't know why it says 19/13 settlers. I do use the console command to increase the max limit, I don't like the default settler limit base game has.)
As you can see, nothing has changed as far as plots being set. Even after repairing the power and water gens nothing changes. All I've been doing is building a wall around sanctuary. I've tried messing with settings for workshop framework and Sim Settlements with no luck. There are no issues in resaver either. If someone knows if this is a common bug or knows a way to fix this please let me know, I don't want to keep reverting my saves on a survival play through. I can provide any additional information if needed.
Edit I just tried to rewire the power with no luck. The bug occurs when I leave the cell and go back into it. I was able to recreate it by going into the basement in sanctuary and coming back out. Repeatedly going in and out doesn't fix it. Neither does reloading the game.
Here's my load order, I added parentheses after any mod that is abbreviated and removed any nsfw texture mods(5) from the list.
