Question Running Shank's jobs

So, I did the default setup for Conqueror when starting a new game and ran Jammer's quests through defending my first outpost before doing Nuka-World. When I tried to run the first job through Shank it would not let me pick any settlement to talk to or kill. It kept saying I needed to unlock the workshop at the settlement first. This heppened until I created another outpost through Conqueror and completely abandoned it. Then I was able to choose a kill job targeting it and set up my first Nuka-World outpost. After I did that Shank said there were no farms in the influence range of my outpost to subdue before going into the defend outpost portion of the quest. After defending my outpost I tried to talk to or kill a settlement again and got the same message about needing to unlock the workshop at the settlement first. The point to all of this is: Is there a better way than to create and abandon outposts to successfully run Shank's jobs?
 
Sounds like this is basically working as intended. Conqueror borrows much from Nuka-Worlds mechanics, the Nuka gangs quests will be looking for unconquered settlements (i.e. not your outposts or vassals). So, don't take them using via a raid, just use the vanilla mechanic of either doing a quest for them or killing everything there.
 
OK. Well, I just cleared Zimonja Outpost, and it is marked cleared on the map, but I cannot use the workshop and I cannot run a job against it. What do I do now?

Edit: I just did the same thing at Coastal Cottage and found that it marked it as cleared as soon as I killed the first civilian. However, the workshop gave me the "You are not allied to this settlement" message until I killed everyone. Then it gave me the "You cannot use this workshop yet" message.

Both of those examples are not what should be happening.
Nothing jumps to mind, but if you could give a bit more detail about your game set-up and a load order someone may notice something.
Most issues end up being either a conflict, script lag or a game limitation that needs coming at from a different angle.

I installed the NW patch and rolled back to before I took my first outpost with Shank and it is still not working. I don't have any earlier saves. Do I need to start a new game?
 
This is my new load order and I finally got back to Shank and his jobs are still not working. Also, I still cannot use workshops once I kill everyone in a settlement.

What should I try next now that a new game has not fixed the problem?
 
So I deleted all the CC stuff and pared down my mod list to this:

Workshop Framework
HUDFramework
Sim Settlements
SimSettlements_Patch_Nukaworld
Sim Settlements: Conqueror
Sim Settlements: Rise of the Commonwealth
Sim Settlements: Industrial Revolution

And started a new game and I am still getting the same problems.
 
Maybe it doesn't do anything to affect these issues, and maybe I'm misremembering where I downloaded the patch from - but if that's your actual order, you have the Conqueror patch before Conqueror. I admit the plugin is not super-clearly named, but it IS a conq patch. I believe it needs to come after Conqueror.
 
I have tried to put it after Conqueror but neither Vortex nor the Fallout 4 Mod Load Order menu will let me do it.
Never mind, I just looked and it's an ESL tagged as a master. It don't come second, my bad. Not common.

OK, speaking of Vortex: sometimes it barfs and fails to enable a plugin. Check the "Plugins" list, not the mod list, and make sure it's green/enabled?
 
So I ran these quests with Shank last night. It worked flawlessly.
I rolled back a few times and picked different settlements including mod added ones, all without issue.
You have any settlement you are trying to pick previously discovered, right? Because this must be the case or he won't allow you to assault.
 
Exact same issue here. Only those settlements I have no access to appear in the list shank gives me to attack, but won't let me attack them because I have no access to the workshop. I have scouted all of them and I can fast travel there any time. Also I tried to unlock the workshop through radiant quests from preston but it made the settlement I unlocked vanish from the shank's list. It was there but couldn't attack it cuz I had no access to workshop, now instead it's not even threre to select. Jammer doesn't seem to be affected as I can attack any settlement I've scouted through him, regardless of workshop access. Pretty frustrating not to be able to finish NW questline at this point.

Any chance there's a solution to this? Do we know if starting a new game actually fixes the issue?
