Architects of the Commonwealth,

As @uituit 's chief deputy / assistant / vice City Plan Tester I have had to setup a solid load order / mod list / Vortex Profile to test all of the wonderful city plans that come in for the competition.

We thought it would be a good resource to share and provide a basis for anyone who is setting up their system to have a go at building a City Plan.

Current as of September 2019 and I will update as needed.

Neat list! For the addon packs, ours (Wasteland Venturers) is a bit tricky since it comes in three versions (WV1, WV2 and WV-All-In-One). Most city plan authors so far have used the WV-All-In-One version, and if you then as a player have the mods as separate (WV1 and WV2) only the plots from WV1 will use the Designer's choice. So if you aim for a PC player audience, use the AIO. We don't have the AIO on Bethesda.net (since it comes in at 370MB ) so if you as a city plan author mainly aim for an xbox audience, keeping them separate would make the most sense.

Very Good point @Tinuvia! I will update the list to reflect that. PC players always wanting to save on esp space. :)

On this same note, which is better to use for City Plans when there is an ESP & an ESL version offered? I would prefer using ESL version but I do wonder if that would make most people not get Designer's Choice. I don't compact FormIDs to ESL convert Sim Settlements Addon Packs but I do tend to choose ESL when the author does have it as an option. There might have been one or two where they had already compacted FormIDs but didn't ESL flag it.

As ESP's are the most compatible and easiest to manage I think they are the most appealing. There is also the option now to mark ESP's as light through Vortex so I would have to go with ESPs as the preferred as it stands.

So the BloodMoon Raider plots and Flotsam Jetsam plots are flashing purple for me after running a settlement check

They're OK since those plots will swap for players who don't have DLCs or don't have the add-on packs. To quote the rules:
What about Add-on Packs?

Yes and no. You can use Building Plans in your cities from any add-on you like! What you can't do, is build extra items from an add-on, for example, custom City Planner's Desks.

Building Plans are allowed because Sim Settlements can dynamically change them for players not using the add-on you had, whereas it won't know how to handle the other items.

Can City Plans still find the build plans if the relevant addon pack was marked as light through Vortex?

Yes

Its a good idea to make a new profile on vortex.NMM.MO with just these mods activated ,having a huge load order with 200 plus mods can make it harder for us to test and export.

I've been using the Recommended mod list for City Plan Building to get more familiar with City Plan building and I have noticed that a specific link doesn't take you to the listed mod and thought I should mention it.

I'm spoiled, I dunno if I could do what you guys have done in these limited spaces... I've been running a naughty settlement-border-expander mod for years now. When playing with city plans enabled, it actually works out well 'coz the extra room leaves me space to customize things :sorry
