Questline keeps resetting.

So the greet the new commers quest keeps activating over and over again i got passed it completed the comm hub quest at Olivia only for the quest to pop up again and reset the whole story back to where i started.

Not sure why but the comm hub crate was still outside the hardwareafter it reset and jake was back to the new commer start point...
