Reading the forum rules it would seem to suggest that all of the Project Blueprint plugins are valid.
But the list of valid mods on the City Plan Contest in game holo-tape is rather narrower listing only the core Blueprint esp.
And then Kinggath stated in the original rules "To help you keep track of what you can build - the City Plan Contest mod will automatically highlight anything that isn't legal in a glowing purple so you know instantly if you placed something you shouldn't have." The items from the other blueprint esp are not highlighing when I just tried placing some with highlighting turned on.
But probably most importantly, as the DLC specific PBP.esp's require the parent DLC I would assume that they can't be used and the assets wouldn't show up in a City Plan where the end user didn't have the DLC.
It is a bit confusing at the moment. The text may need clarifying and identifying why items in the DLC PBP.esp's don't highlight (if they are meant to). For a moment there I was getting exited about being able to use a ton more resources.
