Solved Plots not being assigned

First time using SS. I started a settlement in Sanctuary and after 9 residential spots, it won't assign settlers to them. Settlers also aren't being assigned to work related plots. I have City Plan Limit off and it says 15 in the lower left of the hud. Auto assign, auto assign unique, and auto assign away from beds are all on. I also refreshed all plots. I don't have a city plan right now but I have codsworth leading it because I was just trying different things to see if something would get fixed.

So new arrivals are getting assigned but the people that weren't already are still broken... and I can't even find them. The npc's that used a bed I built from the furniture tab are missing.

a) Have you tried the town gavel - gather and unassign - then back to work
b) travel and stay at home plate for a couple days... sounds like script lag.. turn your notifications on … stay and see if you start seeing notifications … may have to wait a few days in-game... like sleep a few 24hr days... make sure you exit game and re-load into home plate...
c) after the Homeplate time - if you know resaver or fallrim (whatever you want to call it)… check and see what your scripts are doing - I run about 300 - 400 mods... and I have mine where I run maybe 1 to 2 unattached... if you have over 10 or 20, may want to clean it and save to a new file...
