Resolved Pipboy found, then not found? SS doesn't make it to the Settlement Menu

I've used Sim Settlements with great success in the past, no issues at all. I haven't played since the Creation Club update and decided to update all my mods and make a new character to replay the game. I went to the location of the City Manager Holotape and shoved it into my Pipboy and saw this:

When you click 'OK' the Pipboy changes to this screen:

And I never get a popup that tells me I can now use Sim Settlement plots like in the quick start video. If I go back to Sanctuary and open the Settlement Menu, the SS plots don't even appear.

I've tried uninstalling, and reinstalling each version of the mod (in-game FO4 mods, NMM, and manual install) with clean saves to no avail. I do use LOOT to manage my load order. The two posts on this forum with the same issue as me both found a fix that isn't applicable to me for one reason or another. (specific mods interfering with SS that I don't even have, or one guy mentioned he was in survival mode)

Any idea(s) as to what could be the source of my problem?

Can you try running it from your inventory? Sometimes using the Play option directly from the world prevents it from loading correctly.

I have tried this already. No luck. Also tried picking it up, restarting the game then using it, same story.
 
Can you try loading without Sim Settlements, make a save outside of the museum, then reinstall the mod, load that save and see if that resolves it?
 
You've done a manual install, so the only other thing to try is loading with no other mods.
 
Okay, so if Sim Settlements is the only active plugin, it works no problem. Something is obviously conflicting with it. I will activate each of my mods individually to find out which one it is. Thanks.
 
Hud Framework is the culprit. I have the latest version and have reinstalled it just to be sure, but it won't let me run the Holotape if Hud Framework is enabled.
 
Oh bummer, I thought I had that worked out. After you get the tape to run, you can re-enable HUDFramework.
 
After re-enabling HUDFramework, everything works fine. It's like it needs to be enabled after using the Holotape. Thanks for all the help!
