Not Enough Facilities Energy To Complete How To HQ

I'm at the step to start the Living Quarters project, but I cannot because there isn't enough facilities energy to start it.
 
So facilities energy is provided by, surprisingly enough, facilities workers, specifically the total strength special of every worker assigned to the facilities department, modified by a few other HQ factors. i THINK you are past the tutorial, so there are a couple of things you can do here:
  1. if you have projects going on right now that are consuming all your facilities energy, wait for those projects to finish. most projects typically take a in-game day. do remember that it takes a little bit for your stats to recalculate when you get to HQ, so you might have to wait a bit for that to stabilize before you see the right numbers.
  2. if you have living quarters remaining, go recruit people with a high strength stat (use the vit-o-matic to find high strength settlers and the recruitment clipboard to shanghai them). the closer to 10 the better. there's no cap on the number of facilities workers.
  3. if you have the administration department and the training room finished go see if you can find an administration project to improve facilities energy.
  4. try transfering high strength people from other departments into facilities. you can move them temporarily to start a job, then move them back to their main department.
  5. if none of those work, you could always move people with low strength out of the HQ in order to make space for high strength people. i believe you can transfer them in the settlement build mode like normal, but i have never had to do this, so YMMV....
 
If it IS the very first one of those as part of the tutorial, check your game actually thinks you have the 10 staff at HQ you are meant to at that point. If you dont, there is a tool in the City Manager Holotape that should fix that.

Thank you! I completely forgot about the holotape. The population fix was the solution.
