No Menu Tab

Hello! I've had Sim Settlements installed for awhile on my XBox One S, and have since expanded my spectrum of workshop/settlement mods. I'm having a problem with the plots in Special not showing up, and neither is the Sim Settlements tab. I have researched this for HOURS, and still haven't found a fix that works. This is the load order for every workshop editing mod I have:

Settlement Electricity Overhaul.
USO Base Game.
Sim Settlements.
Place Anywhere.
USO Performance Boost Patch.
USO Automaton Add-On.
USO Wasteland Workshop Add-On.
USO Far Harbor Add-On.
USO Contraptions Workshop Add-On.
Scrap that Settlement: Living and Dead.
Scrap That Settlement All In One.
USO Nuka World Add-On.
USO Vault-Tec Add-On.
Sim Settlements: Vault-Tec Tools Add-On.
Renovated Furniture.
Sim Settlements: Rise of The Commonwealth.
Sim Settlements: Industrial Revolution.
Settlement Menu Manager.
USO Menu Patch.
Workshop Rearranged.

None of these conflict with the mod besides Place Anywhere, but it seems to work fine with my game. I'd appreciate any help I can get, thanks!

Have you tried running the menu rescue in the Settlement Menu Manager holotape?

Yes, I've ran it several times. Sometimes the USO tab doesn't show up, and that's all it fixes. I never knew there was supposed to be a SS tab until I installed the Vault-Tec Tools Add-On, and so I tried everything on the internet to fix it. Nothing has worked as of yet.

Update: I've started a new game, and everything is in order, it appears. I guess I'll just have to make do with this new character, but I hope there's a way to fix my main.

There's another mod that attempts to fix this problem, but I don't know what it's called on Xbox. On PC, it's called Universal Missing Menu Fixer.
